1 Regular Council Meeting • <br /> 2 March 22, 1994 <br /> 3 Page 4 <br /> 4 Ranallo that thereshould not be a problem getting a recommendation of approval from <br /> 5 the Planning Commission. <br /> 6 The Council directed the Interim City Manager to contact the City Attorney about the <br /> 7 Mercil's request to purchase six feet of right-of-way the length of their property on the <br /> 8 south side of Townview. It was also noted that there will have to be a road survey and <br /> 9 that the fee for the second variance will be waived. <br /> 10 C. Kim Bloom, a City resident with school-age children and Superintendent Warren <br /> 11 Rolek were present to discuss the upcoming school referendum. The election is <br /> 12 scheduled for April 19, 1994. Ms. Bloom said that the most asked question about the <br /> 13 referendum concerned open enrollment and the second concerned how the additional <br /> 14 taxes would affect residents. The Vote Yes Committee, of which Ms. Bloom is a <br /> 15 member, have held two presentations, manned a phone bank, and will hold a third <br /> 16 presentation on April 4th. She urged Councilmembers to attend the upcoming April <br /> 17 4th presentation which is scheduled for 7:00 to 8:30 P.M. in the media center. Briefly, <br /> 18 the bond referendum will provide additional space for Wilshire Park Elementary <br /> 19 School; roof repairs, carpets, ceiling tiles, doors; updating and expanding instructional • <br /> 20 technology; remodeling Wilshire Park classrooms, and an increase in building security. <br /> 21 Councilmember Fleming inquired how residents are responding to the open enrollment <br /> 22 issue. Ms. Bloom said most residents do not have a clear idea on what open <br /> 23 enrollment is and were not aware that the school district receives State funding for <br /> 24 implementing open enrollment. Fleming wondered if this referendum would be needed <br /> 25 if the school district did not have open enrollment. <br /> 26 Superintendent Rolek said his role was to do the research end for the referendum. He <br /> 27 indicated that when he presented his research results to the School Board, they <br /> 28 unanimously elected to go to a referendum. He distributed'a chart showing the school <br /> 29 district's 1993-94 enrollment: total students, number of classrooms, ratio of students to <br /> 30 classrooms, non-resident students, etc.. Several other fliers about the referendum were <br /> 31 distributed to the Councilmembers. <br /> 32 Rosemary Franzese, a resident and member of the Planning Commission, asked about <br /> 33 the status of the contract for space in the Community Center for Community Services. <br /> 34 She was told by Superintendent Rolek that the school has developed a lease and the <br /> 35 lease will be presented to the City Council for their review. Franzese asked about <br /> 36 tuition for reciprocal students and how many resident students leave the district. Rolek <br /> 37 said he is aware of about 40 resident students who attend schools in other districts. • <br />
