BACKGROUND . <br /> The Task Force was initiated in the Fall of 1993 by Mayor <br /> Clarence Ranallo and the St. Anthony City Council in response to <br /> concerns by the City Council that property values either had <br /> declined, or would decline, in the future unless the community <br /> became actively involved in promoting the development or <br /> redevelopment of under-utilized property within the City. <br /> The agenda of the Task Force was left open for the Task Force to <br /> expand or contract in its Mission Statement. <br /> The Task Force members were chosen from various areas of the <br /> community including government representatives, churches, school <br /> representatives, business representatives, and individuals . In <br /> addition, the residents were chosen from varied residential <br /> locations within the City. <br /> The original organizational meeting was October 27, 1993, at <br /> which time Edward J. Hance was chosen as the chairman of the Task <br /> Force. Thomas Burt, then City Manager, presented a proposed <br /> Mission Statement and discussed the intent of the City Council <br /> and appointment of the Task Force. <br /> The Task Force Members considered the possibility of expanding <br /> the scope of their work to include: <br /> a. recommendations with regard to ordinances such as <br /> housing and building codes and sign ordinances; <br /> b. suggested overhaul of the City' s comprehensive plan; <br /> C. study current issues. affecting the City such as City <br /> infrastructure and improvement of City offices, Fire <br /> Department and Police Department. <br /> While the Task Eorce recognized that there is some risk <br /> associated with the fact that the City of St. Anthony is nearly <br /> fully developed and subject to deterioration as a result of a <br /> failure to maintain older properties, the Task Force ultimately <br /> elected to limit its scope to identifying underdeveloped or <br /> under-utilized properties and limited its mission statement <br /> accordingly. <br />
