1 CITY OF ST. ANTHONY <br /> CITY COUNCIL REGULAR MEETING MINUTES <br /> FEBRUARY 28, 1995 <br /> 4 I. CALL TO ORDER/ROLL CALL. <br /> 5 The meeting was called to order at 7:00 P.M. followed by the Pledge of Allegiance led by Mayor <br /> 6 Ranallo. <br /> 7 II. ROLL CALL. <br /> 8 Councilmembers Present: Ranallo, Marks, Wagner, Fleming, and Enrooth(arrived at 7:12 P.M.). <br /> 9 Also Present: Michael Mornson, City Manager. <br /> 10 III. APPROVAL OF FEBRUARY 28, 1995 COUNCIL AGENDA. <br /> 11 Motion by Fleming, second by Wagner to approve the February 28, 1995 Council Agenda with <br /> 12 the following changes: <br /> 13 Under IX.NEW BUSINESS, add B. Resolution 95-024, re: Supporting Passage of the <br /> 14 "Minnesota Emerging Communications Services Act of 1995". <br /> 15 Motion carried unanimously. <br /> IV. APPROVAL OF FEBRUARY 10, 1995 COUNCIL MINUTES. <br /> Motion by Fleming, second by Marks to approve the February 10, 1995 Council minutes as <br /> 18 presented. <br /> 19 Motion carried unanimously. <br /> 20 Police Chief Engstrom was present at the meeting to introduce the new Police Reserves and to <br /> 21 present a plaque of appreciation to Alan Trombley who has resigned after seven years of service <br /> 22 as a Police Reserve Officer. Chief Engstrom stated that Mr. Trombley was a dedicated and <br /> 23 committed Reserve Officer. He stated that Mr. Trombley had been instrumental in founding the <br /> 24 reserve department. Chief Engstrom thanked Mr. Trombley for all he had done and stated that <br /> 25 without his participation in the reserves,the department could not have been as good as it is <br /> 26 today. <br /> 27 Mayor Ranallo presented Mr. Trombley a plaque of appreciation of community service awarded <br /> 28 the City of St.'Anthony and expressing the gratitude of the City Council. He thanked Mr. <br /> 29 Trombley and indicated the Police Reserve plays an intricate part in the City of St. Anthony. <br /> 30 Chief Engstrom indicated that the regular Police Department is able to be more functional as a <br /> 31 result of the commitment of the volunteer's service to the community. Chief Engstrom then <br /> 32 introduced the Reserve Officers, Lt. Bob Nehring, Gary Myrick, Sgt. Dick Hopperstead, Steve <br /> Bystrom,Jeff Speiss, Corporal Jody Bodway,and Shane Justen, who were in attendance at the <br /> meeting. Chief Engstrom also acknowledged Reserve Officers, Matt Steen, Senior Reserve <br />
