City Council Regular Meeting Minutes
April 11, 1995
Page 4
Fleming suggested it be added to the resolution that the funds will not be allocated until everyone.
else involved contributed.
i
Momson indicated the study should not be done until all the ponding has been put in, including
the Columbia Heights ponding, the Salvation Army ponding, and the Apache Plaza ponding. He
indicated the City is committed to the study. He stated even if only two of the three ponding
projects end up being completed, the study will still be done. He indicated the Council could add
a line to the resolution stating "the funding will be tied to the development at Apache Plaza".
Ranallo indicated even if nothing were done at Apache Plaza, it is important to do the study.
There was Council consensus to not change the wording of the resolution.
Motion carried unanimously..
B. Resolution 95-026. re: Withdrawal of the 1992 Petition to the Rice Creek Watershed
District,
Motion by Marks, second by Wagner to approve Resolution 95-026, To Withdraw a Petition to
the Rice Creek Watershed District by the City of St. Anthony.
In response to Ranallo,Mornson explained that if the petition is left in place, the Rice Creek •
Watershed District has to act upon it. He reported the Watershed District has indicated they feel
this matter is primarily a local issue and they do not believe the Board would find this project
appropriate for "common benefit funding". This would mean all costs of the study would be the
responsibility of the City of St. Anthony.
Motion carried unanimously.
C. - Resolution 95-027. re: Lease with Minnesota Swimming,
Motion by Marks, second by Enrooth to approve Resolution 95-027,Approving a Lease with the
Minnesota Swimming and Authorizing the Mayor and City Manager to Execute Said Lease on
Behalf of the City of St. Anthony.
Motion carried unanimously.
D.
