public hearings again. Judy suggested that if the total amount reallocated to NWYFS was <br /> • less than 10%, there would be no requirement to hold new public hearings. She indicated <br /> that 10% of the total allocation for Ramsey County would be $137,000. Judy also advised <br /> that she will need to research this idea more with the legal department to make sure the <br /> cities are able to do this. <br /> Someone asked the question about what mechanism could the group use to reallocate these <br /> funds. Judy indicated that the HRA Board would have to turn down the current budget as <br /> proposed by stating that the funding allocations are not appropriate. Once they made that <br /> determination, the cities could then revised their allocations to include social services on <br /> the priority list, thus insuring that NWYFS would receive CDBG funding. Each city <br /> responded as follows: <br /> Arden Hills — wait until the next planning process to allocate more money. It <br /> clearly would impact them this year, but we could give them the contingency funds. <br /> Maplewood — uncomfortable with shuffling funds, especially since all allocations <br /> were made legitimately through the process. . <br /> Shoreview — suggested the idea of shuffling allocations. <br /> Little Canada — agreeable to the idea; should deal with the problem now and <br /> reallocate maximum and not to exceed $150,000. <br /> • Falcon Heights — agreed with Little Canada and Shoreview. <br /> Roseville — agreed with Little Canada and Shoreview. <br /> White Bear Lake — agreed with Little Canada and Shoreview. <br /> St. Anthony — did not comment. <br /> Judy Karon advised that if the cities want to do this, they would have to have letters <br /> and/or resolutions from each Council/Mayor stating that the city supports this action and <br /> would act to reallocate funding to NWYFS. Theses letters or resolutions will have to be <br /> faxed or mailed to her by next Tuesday, May 9, 1995. <br /> The Mayor of Falcon Heights suggested that he would put together a sample letter and a <br /> sample resolution and fax to each city's mayor and/or manager. (That is what you <br /> received via fax today.) <br />
