STAFF REPORT <br /> DATE: April 29, 1996 <br /> TO: Michael Morrison, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: Urban Hennepin County Joint Cooperation Agreement for <br /> FY 1997 - 1999 <br /> The attached Joint Cooperation Agreement is from Hennepin County for our <br /> consideration. Hennepin County has elected to become an "Urban County" for the <br /> purposes of receiving Community Development Block Grants (CDBG) and the HOME <br /> Investment Partnership Program entitlement funds. In order to accomplish this, they need <br /> all cities within Hennepin County that want to continue to receive CDBG funds for <br /> various eligible housing projects to execute this agreement and return to them by May 31, <br /> 1996. In addition to the executed signature page, the City must also include a copy of an <br /> authorizing resolution approving the City's participation. <br /> Agreeing to participate in the Urban County Community Development Block Grant <br /> Program does not guarantee that the City will receive funds. Because St. Anthony is <br /> smaller than 50,000 in population and receives on average less than $50,000 in allocations, <br /> the County will put what the City normally receives in a pool for award in a manner <br /> determined by the County. Only those cities who agree to participate and are designated <br /> as "Cooperating Units" will be eligible to compete for funds. <br /> The County will retain 10% of the annual basic grant amount for administration of this <br /> program. The balance will be available to Cooperating Units according to a formula <br /> calculated by the County. The amount may be allocated but not necessarily awarded. It <br /> will be based on an amount that is the same ratio to the balance of the basic grant amount <br /> as the average of the ratios between: <br /> 1. The population of the City and the population of all Cooperating Units; <br /> 2. the extent of poverty in the City as compared to the extent of poverty in all <br /> Cooperating Units; <br /> 3. the extent of overcrowded housing by units in the City as compared to the <br /> extent of overcrowded.housing by units in all Cooperating Units; <br /> 4. and in determining the average of the above ratios, the ratio involving the <br /> extent of poverty will be counted twice. <br />
