Ci ,Manager. 7 City Manager Momson noted the Employee Appreciation breakfast given by the City Council 8 will be held on Thursday December 12, 1996. 9 Councilmember Wagner reported the main food has been ordered and the space is reserved. 10 Councilmember Faust stated he will be unable to attend the breakfast due to a prior commitment. 11 Momson reported an agreement has been reached with Agnakhan to retain their space in the 12 existing building through January 1997. They will pay an increased portion of the utility bill. 13 Morrison reported Arnie Hendrickson of Minnegasco will be present at the Council meeting on 14 December 18, 1996, to present the City with a plague of appreciation for allowing Minnegasco to 15 work in the City of St. Anthony for 40 years and a check for$250:00. • 16 Morrison noted the HRA is in the process of purchasing property on Kenzie Terrace. The Judge 17 in the Tollefson property case has ordered the owner be fined $750.00 and sentenced to 30 days 18 in jail. The Judge then reduced the penalty by suspending the 30 days in jail and reducing the 19 fine to $250.00 if the property is cleaned up within 30 days. 20 21 VIII. PUBLIC HEARING -None. 22 23 IX. NEW BUSINESS. 24 A. Resolution 96-064,re: Purchase of an Inventory Control System for the Municipal Liquor. 25 Stores and Discussion of Other Liquor Operation Issues. 26 Mayor Ranallo noted this item had been gabled at the Council Meeting of November 26, 27 1996 to allow time for more information to be gathered including an opinion from City 28 Attorney regarding the requirement to accept the lowest bid. 29 Morrison reported Staff has not obtained any farther information and recommended this 30 item be tabled. 31 Brian Anderson, Total Register Systems (TRS), noted that Liquor Operations Manager 32 was recommending the City not take the lowest bid which was provided by his company 33 because his company did not meet the specifications of the City of St. Anthony. He 34 stated he felt the issue of Retail Data Systems providing a system which would do a • 35 better job in the future and easier use is a matter of opinion. He noted however, another 36 issue that was cited at the November 26, 1996 meeting, was that four of five TRS 37 customers when asked stated they only purchased the TRS system because of the low bid 38 process and did not feel it met the specifications of their City.
