City Council Regular Meeting Minutes December 18, 1996 Page 6 • 1 Mornson reported another topic of discussion was welfare. It was noted that every city will be 2 . effected by the Welfare Reform Bill which President Clinton passed. The effects will start to be 3 apparent in 1997. 4 X. UNFINISHED BUSINESS. 5 A. Resolution 96-064,re: Inventory Control System for Liquor Operations. 6 Morrison noted a letter received from City Attorney William Soth dated December 16, 7 1996. Mr. Soth indicates two options are available. The first option would be to reject 8 the bid from Total Register Systems(TRS) as it does not meet specifications and accept 9 the bid from Retail Data Systems (RDS). The second option is to reject both bids and 10 rebid the equipment for only one store. The City could then wait and determine whether 11 or not it will have a second store, or it could obtain new bids now for a single store, or it 12 could obtain quotes for a single store if it is believed that the cost for a single store will be 13 less that$25,000. If the cost is less than$25,000, the City may, without advertising bids 14 or otherwise complying with the requirements of competitive bidding, obtain at least two 15 quotes and enter into a contract by direct negotiation. 16 City Attorney Soth noted the Council could award the contract tonight for one store only 17 although it was not bid in that manner. The City could also request an alternate bid which Q would include only one store. 19 Marks noted that the City did need the system. If will provide insight as to how the 20 business is doing on a regular basis,report the inventory at any given time, provide 21 figures on expenses, track shrinkage, and provide insights the City would not otherwise 22 have. 23 Liquor Operations Manager, Mike Larson, noted the point of sale function of the system 24 is also very important. He also noted Brian Anderson,Total Register Systems and 25 Michael Allen, Retail Data Systems were present to answer any questions of the Council. 26 Faust stated there is a current need for the system and the City currently has two stores. 27 The system will be cost saving and a management tool. He felt the assumption that there 28 would not be two stores could not be made as a decision to that effect has not been made. 29 He stated he was against tabling the issue or changing the bid. He felt the Council should 30 proceed. 31 Marks noted the intention is to keep two stores but questioned the ramifications if the 32 City is unable to do that. 33 Enrooth questioned if the City intends to operate two stores after New Market is closed -14 and CUB Food Stores is opened. •
