City Council Regular Meeting Minutes <br /> December 18, 1996 • <br /> Page 4 <br /> 1 C. City Manager. <br /> 2 City Manager Mornson presented a tentative agenda for the new City Hall/Community Center <br /> 3 building dedication. He indicated he would like to set a date for the dedication so it can be <br /> 4 included in the next City newsletter. Mornson stated he would like to have each department of <br /> 5 the City represented at the dedication. He stated he had spoken with Bob Foster and he approved <br /> 6 of the date as long as the City Council agrees. <br /> 7 Mayor Ranallo noted all the churches will be invited to the event and also invited to announce <br /> 8 the event in their Sunday bulletin. He noted Mary Jo McGuire, John Marty, John Stengler and <br /> 9 the Ramsey County Commissioner would also be invited. <br /> 10 Faust asked if the proposed dedication date would work with the opening date of the City Hall. <br /> 11 Mornson reported Staff is planning to move into the new building the week of January 6, 1997 <br /> 12 and be open for business on January 13, 1997. He reported the Chamber is proposing hot <br /> 13 chocolate, cookies and cakes for the dedication which would be served all day in the new kitchen <br /> 14 area. <br /> 15 There was Council consensus to approve the date and format of the building dedication on <br /> February 22, 1997 from 1:00 P.M. to 4:00 P.M. <br /> 17 Mornson reported the bids were open on December 17, 1996 for the 1997 Watermain, Street, and <br /> P P <br /> 18 Storm Sewer Improvements. The lowest bidder is Northdale Construction at a cost of <br /> p <br /> 19 $570,547.33. Mornson noted this is$30,000 higher than the engineer's estimate. <br /> 20 Councilmembers directed Staff to perform thorough research on Northdale Construction to avoid <br /> 21 the problems which have been encountered in the past. <br /> 22 Mornson noted RCM Engineering Company has worked with Northdale Construction in the past <br /> 23 and has been pleased with the results. Mornson noted he has also worked with Northdale in the <br /> 24 past and it has gone well. <br /> 25 Mornson reported he had met with Warren Rolek regarding City/School issues. He would like to <br /> 26 schedule another joint meeting in 1997 with the City Councilmembers and the School <br /> 27 Boardmembers similar to the meeting held in April of 1996. <br /> 28 There was Council consensus to direct Staff to schedule a joint meeting in April of 1997 with the <br /> 29 School Boardmembers. <br /> 30 Mornson reported Larry Beach will be presenting a proposal for the Verkins property at the <br /> l Planning Commission Meeting on January 21, 1997. The proposal includes variance requests, • <br /> l setback requests and a rezoning request for higher density. Staff has gone over the proposal with <br /> 33 Mr. Beach. <br />
