STAFF REPORT <br /> DATE: February 19, 1997 <br /> TO: Mayor and Councilmembers <br /> FROM: Michael Mornson, City Manager <br /> ITEM: RESOLUTION 97-024, PARTICIPATION IN <br /> COOPERATIVE ACTIVITIES WITH THE MPRS <br /> • <br /> In the court order relating to the MPRS litigation, the judge required certain <br /> Affirmative Action requirements on hiring and recruitment of all 36 cities. <br /> The MPRS Board agreed to provide those services to all 36 cities who chose <br /> to participate. There is a funding formula that has been used previously by <br /> MPRS that is,, for the most part, based on population of each cities' police <br /> departments, ffective April, 1993 (this would not include Lauderdale and <br /> Falcon Heights). The benefit.of joining the MPRS in the Affirmative Action <br /> programs is that it gives the City a more efficient system of complying with <br /> the court's order. It also provides the City with a larger employment and <br /> applicant pool to meet hiring requirements. The recruitment and hiring of <br /> minority persons on our own could be difficult with the size of the department <br /> and city. By joining, the City can use the recruitment and hiring statistics of <br /> .all the cities combined. The Affirmative Action requirements of the court <br /> order are necessary whether we appeal or not. In other words, if we appeal <br /> during the appeal, we still have to show the courts our hiring and recruitment <br /> practices. <br /> RECOMMENDATION: <br /> Recommend Council approval of Resolution 97-024. <br /> • <br />
