City Council Regular Meeting Minutes
June 24, 1997
Page 9
Commissioner Gondorchin reported a public hearing was held for consideration of a 15 foot
lot width variance for 3613 Edward Street. This is a vacant lot which is 60 foot wide. The
Ingdals would like to place a single family home on this lot and City Ordinance requires a lot
width of 75 feet. A preliminary plan of the proposed home was presented which would
require no variances of any kind.
The Planning Commission unanimously recommended approval of the lot width variance of
15 feet based on the following:
1. Strict enforcement would create undue hardship;
2. The hardship was not created by the landowner but is unique to the individual;
3. This lot could not be put to reasonable use in its current state without the variance;
and,
4. This variance is within the spirit of the redevelopment of St. Anthony and economic
considerations are not the sole criteria.
Commissioner Gondorchin reported one resident spoke in opposition to the variance request.
He challenged that if the City Ordinance requires 75 feet, how could the Commission accept
60 feet. His intention at that meeting was to challenge the City.
Marks noted this is a classic case where a variance is necessitated by a change in the
Ordinance.
Mayor Ranallo noted that every lot on that street is only 60 feet wide.
Faust remarked that the land could not be put to any other good use.
Motion by Marks, second by Wagner to approve the 15 foot variance to the lot width
requirement for 3613 Edward Street based on the findings of the Planning Commission.

Motion carried unanimously.
3. Roger Ledebuhr, Great Clips, 2902 Silver Lake Road; Sign Variance.
Commissioner Gondorchin reported a public hearing was held to consider a sign variance for
Great Clips, 2902 Silver Lake Road.
The Planning Commission voted unanimously to recommend approval of tie sign variance
based on the following:
1. Granting of the variance will not be detrimental to the public welfare or injurious to
other properties in the neighborhood or Village;
2. A particular hardship to the applicant would result if strict enforcement of the
Ordinance is adhered to; and,
