MEMORANDUM • DATE: July 18, 1997. TO: Mike Mornson, City Manager FROM: Kim Moore-Sykes, Management Assistant ITEM: 7/15/97 Planning Commission Meeting Summary V. Designation of Planning Commission Representative: Dick Horst. VI. Public Hearin 97-05 Conditional Use Permit for Freedom Gas Station, Lot 4, Apache Plaza. Staff reported that because of recent amendments to setback requirements for shopping centers, the rear yard setback request was withdrawn. The Planning Commission voted (5 ayes - 2 nays, Thompson and Gondorchin) to recommend approval of the applicant's conditional use permit request to the City Council. Their recommendation to approve was based on the statutory requirements for a conditional use permit as well as the following conditions: 1. Final building lay out to be according to submitted plans; 2. Emergency vehicles be able to access structures; and 3. All drainage systems be approved by Rice Creek Water District. No one appeared to speak against the project. VII. Other Business. 1. Review of Draft Comprehensive Plan Update. Bill Weber and Suzanne Rhees, both of BRW, Inc., presented the draft of the Comp. Plan Update. They discussed many of the main portions of the Update and answered questions from task force members and the Planning Commission. 2. Amendment to the Zoning Ordinance RE: Professional/Medical Buildings Definition, Allowable Uses, and Signage. Staff presented proposed ordinance amendments to include Professional/Medical buildings in the City's Zoning and Land Use Ordinance. The amendments provide for a definition of a professional building, signage requirements and conditional use permit requirement for proposed uses. The Planning Commission also reviewed the amendments to the Ground Sign Ordinance that limits use of ground signs in R-1, R-1A, and R-2 zoning • districts. It was their recommendation that all of the proposed amendments as presented by Staff be passed to the City Council for adoption.
