MEMORANDUM • DATE: July 22, 1997 TO: Mayor and Councilmembers FROM: Michael Mornson, City Manager ITEM: CITY MANAGER'S REPORT FOR JULY 22, 1997 There are several items I would like to discuss at the July 22 Council meeting. Following is a list of the items: 1. Liquor Store update: *Contractor anticipates started on July 14; completion date of October 20 *Bond sale approval on July 22 *Asbestos removal cost of $4,700, approved on July 16. 2. City Hall update: *Parking lot. • 3. Silver Lake Bridge update: Issues the City will do: *The sidewalk on the west side will be replaced, which is a City cost. *The water line will be relocated to the west side of Silver Lake Road down the boulevard. It currently sits down the middle of the road and is becoming a maintenance headache. This is a 100% City cost and would come from the Water Fund. Issues for the Council to decide: **Does the Council want a sidewalk on the east side?; 25% County, 75% City cost. This cost cannot be assessed because it is a County-State project, etc. **How does the Council want the bridge railing designed? There are four options from no City cost to a high cost of $64,000. **Is there anything else the Council wants to add to the project, such as the lighting, landscaping, and decorative medium that currently exists from Silver Lane to Hwy. 694? Funding• The City has $100,000 set aside in the TIF budget for infrastructure improvements, such as landscaping, lighting, etc. In addition, we will have another $140,000 in MSA funds for the sidewalk, etc. The City can only spend 5% of our MSA money on the bridge enhancement program, which is about $7,000. The City can use some of the $100,000 from the TIF budget for the bridge, if you • chose. The water main replacement will come out of the Water Fund.
