I was asked to assist that task force at your <br /> direction anil possibly to—perform addition—a studies regarding specific problem areas. ,Following <br /> • the meeting I had some additional thoughts regarding the role of the task force and the role of <br /> Barr Engineering Company. <br /> In my view, the task force will be useful in developing local consensus, particularly among affected <br /> property owners, regarding appropriate solutions to the problems which the city has experienced. <br /> The task force will need to: (1) understand potential sources of assistance (and the probability of <br /> obtaining such assistance); (2) quantify the monetary damages which were sustained; and <br /> (3) understand the financial implications, on the city as a whole, of the recommended solutions to <br /> the problem. I have enclosed a copy of a funding summary prepared by Steve Klein of our office <br /> for your use. As reference material for the task force, I have also enclosed a copy of FEMA's <br /> Design Manual for Retrofitting Flood-Prone Residential Structures which is referenced as the <br /> source of tables included in our July 1992 report. I call your attention to Chapter 11 which <br /> discusses selection of retrofitting techniques and estimating damages from flooding events. <br /> The best role for Barr will probably be to assist the task force in developing a consensus of <br /> desirable solutions. I assume that we might share this role with WSB. Since the exact scope of <br /> services which Barr will provide cannot be determined at this time, I think it would be best to <br /> assume that we will provide services on an hourly basis until we can define specific work <br /> necessary to support the work of the task force. My current rate is $120 per hour. I will be <br /> assisted by Paul Swenson who was involved in the analysis of District 6 for the 1992 study. Paul's <br /> 1997 billing rate is $80 per hour. <br /> Most of the flood damage seems to occur within District 6.
