RUG 29 '97 03:38PM HENNEPIN COUNTY HUMAN RESOURCES P.114
• 2716 St.Anthon y Blvd.
St.Anthony, MN 55418
August 29, 1997
SENT VIA 1~AX 781-9323(4 pages)
Clarence J. Ramllo, Mayor
St.Anthony City Council Members
Michael J. Mornson, City Manager
As requested by Kim Moore-Sykes,Management Assistant,in a telephone conversation yesterday, this is
my written request to be added to the City Council's Agenda to address the Council at your meeting of
September 9, 1997.
As you know,I spoke to the Council at your meeting of July 8, 1997,at which time I requested that the
City purchase our property and reimburse us for personal property lost during the storm of July 1.
Following this verbal request at the Council Meeting, I distributed a written request and asked for a reply
within 60 days (see copy attached).
Additionally,on July 21, 1997,I sent a follow-up letter making the same request(see copy attached).
As you also know, President Clinton has now declared Hennepin County(and others)a federal disaster
area. I understand this will allow us, as a community,to request assistance through loans and grants.
I understand that the City Council has some tough decisions to make, and also that the Storm Water
Management Task Force(to which I volunteered.assistance)has beon established to make
recommendations to you. However, I continue to believe that the property at-2716 St.Anthony Blvd.
should not have a home on it.
Although we empathize completely with our neighbors who also experienced water management
problems, our home is the only one that had water at the level where it could con-T through our front door
destroying not only our basement but our upper level as well. Therefore,I do believe that our situation is
more extreme, and the City needs to make a decision independently on this property. We cannot
continue to live there, especially through the winter.
I don't need to tell any of you how difficult it is to find another home in St. Anthony and the length of
time needed to make a new purchase. We need to move forward, and we need to do so quickly. I believe
we have been patient requesting a response from the Council within 60 days. Therefore,as the 60 days
will expire on September 8, 1997, I would appreciate a response from you by that time.
Additionally,we would be interested in meeting with you prior to the September 9 City Council Meeting
to negotiate the purchase of our property by the City. Please contact me at 789-3247 or at work, 348-
6761,should you be willing to do so. Thank you.
Sincerely,
./ j—W
• Norine(Jams)and Ted Lockrem
