City Council Regular Meeting Minutes <br /> September 9, 1997 <br /> • Page 10 <br /> 1 Mr. Thuesen suggested that the purchase of 2716 St. Anthony Boulevard would benefit the <br /> 2 City. <br /> 3 Mayor Ranallo noted he has been driving through the City for 35 years and has had to deal <br /> 4 with this issue. This problem has been in existence for many years. <br /> 5 Mr. Thuesen noted the engineers are saying the solution will cost millions of dollars. He <br /> 6 questioned the future of St. Anthony is the City can't afford the solution. <br /> 7 Wagner stated that is the reason that the City is attempting to obtain metropolitan help. The <br /> 8 system extends out of the City of St. Anthony and all the way to the Mississippi River. <br /> 9 Mr. Thuesen questioned if the City had been bamboozled with the Quarry Center. He noted <br /> 10 when that land was lost it had to have an affect. <br /> 11 Mayor Ranallo stated the City was told that it would not have an affect. He also noted that in <br /> 12 an attempt to stay informed, a Councilmember is a member of the Task Force of the Upper <br /> 13 Mississippi/Lower Mississippi Watershed District. <br /> 14 <br /> 15 Mr. Thuesen stated he felt for the neighbors and suggested there was a need for better <br /> �6 communication between the residents and the City. <br /> 17 John Kuharski, 2709 Pahl Avenue NE, stated he was against a sidewalk on Silver Lake <br /> 18 Bridge because it would cover more land and affect the flooding problem. He stated he was <br /> 19 not in favor of any enhancements as he felt the money should be spent on the storm sewer. <br /> 20 He also questioned how money from the Sewer Fund could be used for waste management <br /> 21 pick up of trash. <br /> 22 Mr. Kuharski stated he was upset to come to this meeting the day before a Task Force <br /> 23 meeting and learn that no public funds can be spent on the water problem. He stated he is a <br /> 24 member of a sub-committee of the Task Force which spent 40 hours coming up with solutions <br /> 25 which have been shot down in two minutes. He stated the City Council accuses the Task <br /> 26 Force of meeting privately and yet did not inform the members of the law. Now the Council <br /> 27 did not inform Task Force members that City Funds can't be used. He stated his first <br /> 28 reaction was to resign from the Task Force. <br /> 29 Faust urged Mr. Kuharski and all members of the Task Force not to resign. <br /> 30 Mayor Ranallo stated he had just learned today that City funds could not be used. He noted a <br /> 31 legal opinion had not been requested earlier because the City was still hopeful that they would <br /> 32 receive federal or state funds. <br /> Mr. Kuharski stated he thought funds were also coming from the City. <br />
