MEMORANDUM <br /> • DATE: September 17, 1997 <br /> TO: Michael J. Morrison, City Manager <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: Summary of 9/16 Planning Commission Meeting. <br /> 1. Doug Bergstrom will be the Planning Commission representative to the Sept. 23rd <br /> City Council meeting. <br /> 2. Public Hearing — 97-10 Bernard Preussner, 3209 Skycroft Drive, Request for <br /> Variance' to Fence Size. Mr. Preussner appeared before the Planning Commission to <br /> request a 10-foot variance to the City Ordinance limiting a fence in an R-1 District <br /> to 8 feet. The Planning Commission voted to recommend denial of his request. <br /> No one in the audience spoke in favor or against Mr. Preussner's request. <br /> 3. Comprehensive Plan Update Process. I reported that the Comp. Plan was almost <br /> completed; that I was finishing the proposed Capital Improvement Program for <br /> Suzanne Rhees. Bergstrom asked that it be submitted to the Planning Commission <br /> for approval before it is sent out. I told him that I didn't think that the Planning <br /> Commission needed to act on it as it was only proposed and that it isn't required to <br /> have an approved CIP; he stated that the Minnesota Statutes gives the Planning <br /> Commission the authority to approve the CIP. <br /> 4. Proposed Amendment to the Zoning Ordinance Establishing Regulations for <br /> Churches, Temples and Synagogues. I presented a Staff Report regarding the <br /> proposed amendment that would establish regulations that would govern permitted <br /> and permitted conditional uses that are not residential. This issue came about <br /> because of the City Attorney's opinion that granting variances to the R-1 parking <br /> and lot coverage regulations would create a dangerous precedent and would not be <br /> defendable if challenged in court. So I contacted several cities and the League <br /> regarding ordinances they had on this issue and the,proposed amendment was the <br /> result. <br /> The Planning Commission suggested a few revisions and asked that it be put back <br /> on the agenda for October. They declined to.recommend it to the City Council at <br /> this time because Bergstrom had been on vacation and had not had an opportunity <br /> to review it fully and the others were not comfortable passing it along to the <br /> Council without reviewing the revised copy. <br /> Bill Soth was not available to comment on the proposed amendment until this <br /> morning. He indicated that it looked good to him and felt it covered all the issues <br /> • he had. <br /> 5. Chris Makowski agreed to be the Planning Commission representative to the Storm <br /> Water Advisory Task Force. <br />
