City Council Regular Meeting Minutes March 24, 1998 • Page 17 1 Mr. Nelson stated there have been times when the squads have been traveling with the red lights 2 only but this rarely occurs before 11:00 P.M. or 12:00 A.M. Before 11:00 P.M. they always use 3 the siren. Turning off the sirens is'greatly appreciated by the residents along Silver Lake Road 4 but they also do not want to see the officers jeopardize their safety. 5 Marks stated he also lives on Silver Lake Road. He noted there have been several extensive 6 conversations in regard to fire trucks and they always peak when a new fire truck is being 7 purchased. The issue of the limited number of professional fire fighters is also part of that 8 discussion. With the combination of these two issues the only conclusion has always been that it 9 is better to purchase a new truck. 10 X. UNFINISHED BUSINESS. 11 A. Discussion of Award for Student Regarding the e City Flag 12 Marks stated he had a hard time finding any of the drawings satisfactory for a City flag. He 13 suggested that the award be given for the best design and that the process to design a City flag be 14 continued. 15 There was Council consensus to award $25 for the best design of the City flag to Dave Schlief. There was Council direction to Staff to research flag design companies. 17 B. Discussion of Volunteer Dinner. 18 Cavanaugh stated the first objective was to approve the proposed list of invitees. 19 Faust stated he saw this as a deviation and total change of the way the volunteer appreciation 20 dinner has been done in the past. He questioned the appropriateness of inviting groups that the 21 ' City has no input as to the outcome or the report of what the organization does. He felt this 22 should be a dinner for the people that volunteer at the City's request. 23 Marks stated that he had taken the view that the volunteer dinner should cover the whole range of 24 volunteer activities oriented toward the community. 25 Mayor Ranallo stated that thanking the volunteers is very important because without the 26 volunteers the City would not exist. After the last couple of dinners, however, the volunteers 27 themselves have asked if this was a wise way to spend taxpayer dollars. Those dinners only cost 28 $1,000. The proposal tonight will cost$3,500. He noted that there are many volunteers who are 29 not included on the list including people who work in the daycare and the school. 30 Cavanaugh reviewed the list of invitees from 1997 and noted who had actually attended. He 31 noted there were many people on the list who were paid by the City for their services. Cavanaugh reported that the City of New Brighton holds a picnic in honor of it's volunteers, includes the families and gives a token gift.
