• MEMORANDUM <br /> DATE: April 6, 1998 <br /> TO: Mike Mornson, City Manager <br /> FROM: Jay Hartman, Director of Public Works <br /> ITEM: Fuel Tank Replacement <br /> In 1987 the Federal Environmental Protection Agency (EPA) adopted regulations <br /> governing underground storage tanks. These regulations covered every aspect of the <br /> construction, operation, installation and removal of underground tanks and associated <br /> piping. <br /> All fuel tanks installed before December 1998 must have corrosion protection, spill <br /> protection, overfill protection and leak protection. At the present time the fuel tanks at <br /> the Public Works facility do not meet the required standards. Retrofitting our present <br /> tanks is not cost effective. Removal of the old tanks and replacement with an above <br /> ground tank would be our best option. The City has until December 1998 to complete <br /> the project. <br /> The Minnesota Petro Fund will reimburse 90% of the cost of the tank removal back to <br /> the City. <br /> I have received five proposals for the fuel-tank replacement project at the Public Works <br /> facility. Each proposal included costs pertaining to consulting services for the entire <br /> scope of the project. The services to be provided include developing plans and <br /> specifications for the removal of old tanks and placement of the new tanks. The <br /> proposals also include site restoration. <br /> The following-three proposals are worth consideration: <br /> • Northern Environmental $9,998.00 <br /> • Dahl and Associates, Inc. $9,632.00 <br /> • Nova Environmental Services, Inc. $6,284.00 <br /> I would recommend Nova Environmental Services, Inc. for this project. Their <br /> proposed estimate for services is considerably less than the other proposals. After <br /> reviewing Nova's list of references and speaking with their project manger I am <br /> confident they will provide the necessary services to make this project a good <br /> experience. <br />
