City Council Regular Meeting Minutes April 28, 1998 Page 4 • 1 Mr. Kost stated this is an ambitious long-range plan. The entire cost of the plan is $710,000 - 2 $720,000. The Parks Task Force is recommending that the multi-age playground be installed as 3 a first phase:' This project could be installed without interrupting other facilities in the park. The 4 Task Force is recommending that fund-raising be initiated to help defer the costs. 5 Mr. Kost stated the Task Force is also recommending the establishment of a full-time Park 6 Commission. 7 Mayor Ranallo asked if the reason that no plans were included for the other parks was due to the 8 water issue. 9 Mr. Kost stated that is the primary reason. The other reason is that given the nature of the task 10 and all the issues with Central Park, there was not time to give the other parks the consideration 11 they deserved.. 12 Mayor Ranallo noted that the other parks in the City would not be forgotten. Those parks may 13 have to be lowered due to the water issue and they will be reexamined at that time. 14 Mr. Kost noted BRW's recommendations for Silver Point and Emerald Park are.included in the 15 Comprehensive Plan Update. • 16 Faust complimented the Task Force on their good work. He then questioned the size of the 17 ballfields and the appearance of the satellites. He also asked if the $720,000 figure included the 18 entire plan with the exception of the bandshell. 19 Mr. Kost stated the ballfields will be full-size with a 300 foot outfield.- The satellites will be 20 similar to those located at Lake Harriet, Lake Calhoun and Theodore Wirth Park. They will be 21 enclosed on three sides and will be located on a concrete pad. The cost of the performance center 22 is not included in the estimated cost and could cost$10,000 or more depending on the design. 23 Thuesen asked if the ballfields would be lit. 24 Mr. Kost explained that there had been a lot of discussion on this issue. It was determined that 25 the placing of the lights would detract from the flexibility to allow multi-function fields and 26 should not be installed. 27 Carol Jindra, 3001 Hilldale Avenue NE, stated she is a life-long resident of St. Anthony and this 28 project is very near and dear to her heart. She asked that the Council consider installing the 29 multi-age play area now, as the residents have waited long enough to have good play facilities 30 for children ages 6 - 14. She suggested that an open house event be held for the entire 31 community. The various vendors could attend and the community could vote and give their 32 input on the parks. This event may also be a catalyst for fund-raising. •
