City Council Regular Meeting Minutes <br /> September 22, 1998 <br /> Page 6 <br /> 1 Mr. Mornson stated he had asked for clarification from the Metropolitan Council <br /> 2 regarding this ordinance, and he was instructed that the ordinance-only applies to . <br /> 3 redevelopment. He added residential lots and current subdivision are.excluded. .He stated_ <br /> 4 WSB had received the Planning Commission's suggestions and the recommendations <br /> 5 would be reviewed at the November work session. <br /> 6 <br /> 7 Cavanaugh suggested the Planning Commission's memo should not be presented to the <br /> 8 City Council until the Commission has received WSB's input. Mr. Bergstrom stated the <br /> 9 necessary comments will not be directed to the Planning Commission. Cavanaugh stated <br /> 10 the recommendations should be reviewed by WSB, who should respond directly to the <br /> 11 Planning Commission who will then present the ordinance to the City Council ready for <br /> 12 approval. <br /> 13 3. Implementation of 1998 Comprehensive Plan. <br /> 14 Mr. Bergstrom stated he had a third issue for presentation to the Council, adding that a <br /> 15 draft memo regarding the Planning Commission's recommendations regarding <br /> 16 implementation of the 1998 Comprehensive Plan was included in the meeting packets. He <br /> 17 reviewed the memo,which contains 3 specific areas which the Planning Commission <br /> A8. believes need to be addressed before the Comprehensive Plan can be successfully. <br /> 19 implemented: 1) commercial redevelopment; 2)residential housing stock; and 3)city . . <br /> 20 infrastructure. <br /> 21 <br /> 22 Mr. Bergstrom stated the City must be proactive when dealing with redevelopment, and <br /> 23 recommended the addition to City staff of a part-time.redevelopment specialist. Marks <br /> 24 stated the City has previously hired consultants for redevelopment projects, and the City <br /> 25 Manager handles negotiations with potential developers. He added the City has always <br /> 26 lacked the understanding of underlying economics with respect to redevelopment. He <br /> 27 used as an example the development of Cub Foods at Apache, during which the City was <br /> 28 kept in an inferior position with regard to access to available economic data. <br /> 29 <br /> 30 Cavanaugh suggested a joint meeting with the Planning Commission to discuss such <br /> 31 overdue issues which seem to be piling up. He added the Commission had sent a memo to <br /> 32 the Council after their July-16 worksession outlining issues which were never addressed. <br /> 33 <br /> 34 Mr. Mornson stated it is not necessary to hold a meeting prior to the adoption of the <br /> 35 Comprehensive Play <br /> 36 <br /> 37 Cavanaugh stated Opus has been putting off a meeting with the City for months. Mayor <br /> 38 Ranallo stated Opus has been vague and difficult to pin down for 3 years. Cavanaugh <br /> 39 asked whether rezoning the property for residential use was possible, and stated that might <br /> 40 get their attention. • <br /> 41 <br />
