Review street and alley lighting_poliML <br /> 2 Mr. Mornson requested clarification of the City's street and alley lighting policy, stating the City <br /> 3 has had-little experience with this ordinance. He added the ordinance—states-the City Manager <br /> 4 may order the installation of light systems for public streets and sidewalks in addition to normal <br /> 5 street lighting. He asked whether the City has an obligation with regard to the lighting of streets <br /> 6 and alleys. <br /> 7 <br /> 8 Cavanaugh stated a recommendation is necessary from City staff to provide a consistent lighting <br /> 9 policy. Mr. Mornson stated there is no existing policy. Marks stated a policy existed at one time <br /> 10 but did not appear in the ordinance. Mayor Ranallo stated the policy was to provide a light <br /> 11 whenever requested by residents,who would also indicate where they wanted the light to be <br /> 12 placed. He added it would be put in writing. <br /> 13 C. Demolition of 2713 St. Anthony Boulevard. <br /> 14 Mr. Mornson stated the City had closed with the homeowners of the above property on <br /> 15 September 18. He added proceeds for the sale came from the FEMA grant. He stated Jay <br /> 16 Hartman, Public Works Director, had obtained bids for demolition and removal of the structure.. <br /> 17 <br /> 18 Mr. Mornson stated he had received a letter from Todd Hubmer, WSB, recommending the • <br /> -19. immediate demolition of the home to begin the process of construction'of flood mitigation <br /> 20 improvements. <br /> 21 <br /> 22 Cavanaugh expressed concern over demolishing the home now since the overall plan has not been <br /> 23 finalized. He added the wall could be taken down until further action becomes critical. He stated <br /> 24 he has requested investigating the possibility of a holding pond at the Town`n' Country location <br /> 25 which would be less destructive to the community. <br /> 26 <br /> 27 Marks asked whether Cavanaugh is suggesting the City hold the property indefinitely and resell it <br /> 28 as residential property. <br /> 29 <br /> 30 Cavanaugh stated the Town `n' Country's viability as an alternative holding pond area could <br /> . 31 change the dynamics of the plan. He added if the dynamics of the plan shows another solution, it <br /> 32 should be pursued. <br /> 33 <br /> 34 Faust asked whether Cavanaugh proposes reselling the land for residential use. Mayor Ranallo <br /> 35 stated the City has accepted the FEMA grant to purchase the house with the understanding that it <br /> 36 would be demolished. He added the abandonment of the house would send the wrong signal to <br /> 37 residents. <br /> 38 <br /> 39 Faust expressed concern that the sidewalk at 2713 St. Anthony Boulevard might be broken during <br /> 40 construction, and requested an assurance in the motion that the sidewalk would not deteriorate <br /> 41 through demolition of the house. <br /> 42 <br />
