He added a holding pond should be
centralized in Silver Point Park so residents around the park won't have wet basements, and since
the park will not be usable in his opinion. He stated he is not a resident of St. Anthony, but his
mother lives at 2809 Silver Lake Road.

Tom Key, 3916 Ross Road, #103, asked whether water from surrounding communities will
affect the City's 100 year flood protection. Mr. Hubmer
stated the park will operate as a fully functioning park designed with the, dual purpose of storm
water storage. He added the gravity flow system which will be utilized will provide positive
drainage and the clay soil in the park will make water migration slow and have minimal impact
on the drainage table. He stated a centralized pond within the park would not be sufficient to
provide adequate water storage.

Mr. Hubmer stated the feasibility study will cost$2,000 and will be completed within 2-3 weeks.

Cavanaugh stated 55 acre feet of water storage is necessary to provide 100 year flood protection,
and Silver Point Park will provide the storage and should be viewed as a long-term commitment
by the City to fix the flooding problems. He added the community would not receive a good
return on an investment in the redevelopment of the Town& Country area, and he would wish to
see how much productivity the City can get out of Silver Point Park.
