Under <br /> state law,if the City is conducting studies or has authorized a study to be conducted, to <br /> consider adoption or amendment of its comprehensive plan or zoning ordinances, the <br /> City may adopt a moratorium ordinance to restrict or prohibit use,development or <br /> subdivision of property for a period not to exceed one year.
