2.4 Project Location <br /> ' The project is located in the south central portion of the City of St. Anthony <br /> and includes the following street: <br /> ' 291h Avenue from Stinson Boulevard to CSAH 88 <br /> The project area is identified on Figure 1 in Appendix A of this report. <br /> 2.5 Project History <br /> This project was initiated through the recognition of the following conditions <br /> in the project area: <br /> ' 0 Deterioration of street conditions <br /> • Reoccurring streetflooding and inundation of homes from storm water <br /> • The lack of capacity in the sanitary sewer system which results in <br /> frequent back-up of the sanitary line into tributary homes <br /> • The streets, sanitary sewer, water main lines are approximately 40 <br /> 1 years old and are exhibiting deterioration problems <br /> As a result of City Staff recommendations, storm water management task <br /> force recommendations, engineering analysis of selected flood problem <br /> areas within the City of St. Anthony recommendations, and preliminary <br /> recommendations from the Sanitary Sewer.Feasibility Study,the City Council <br /> ' provided funding in the 2000 budget for street and utility improvements. This <br /> project will serve as the City's matching funds for the DNR Flood Hazard <br /> Mitigation Grant. On March 23, 1999, the St. Anthony City Council <br /> ' authorized the preparation of an engineering feasibility report for the 2000 <br /> Street and Utility Improvement Project. <br /> ' The project includes the construction of new storm sewer to handle storm <br /> flows which currently inundate structures and floods streets in excess of two <br /> feet in the project area.
