City Council Meeting Minutes <br /> • July 27, 1999 <br /> Page 13 <br /> 1 Cavanaugh expressed the importance of working with the shopping center's new owners to <br /> 2 collaborate on a shared vision. Mornson stated the new owners just closed in July and the City is <br /> 3 working closely with them. Thuesen asked whether the center's new owners were receptive to <br /> 4 the City's perspective. Mornson stated, in his opinion, they are receptive. <br /> 5 Ranallo asked why a conditional use permit would be necessary at the Town& Country site. <br /> 6 Mornson stated a repair bay is included in the renovation plans. Mr. Hanson stated the <br /> 7 Commission suggested an exterior signage plan should be prepared before the public hearing in <br /> 8 August. He added the prospective new owner has marketing agreements with product vendors <br /> 9 which require exterior signage. <br /> 10 Marks noted the land use plan allows for a much smaller green space than originally designated. <br /> 11 He added in his opinion that is a very important design issue with respect to the entire center. <br /> 12 Mr. Hanson stated the Commission recommended consideration of a larger green space, although <br /> 13 provision of adequate parking was an issue. <br /> 14 Faust noted the Commission should consider inclusion of a colored cement sidewalk as <br /> 15 constructed near the tennis courts, the design for which was intended for use throughout the City. <br /> ofHe expressed agreement that the maximum amount of green space was important. <br /> 17 Faust asked whether the recreational vehicles sold at the renovated site would be test driven. Mr. <br /> 18 Hanson stated that issue could be included in the conditional use permit as a possible restriction. <br /> 19 Marks asked whether an economic study had been completed to support the viability of office <br /> 20 space. Mr. Krier stated no actual market work had been completed, but the choices available <br /> 21 were a townhouse development, small commercial activities, or office space. He recommended <br /> 22 the Council adopt the land use plan which would.provide him with negotiating ability as a <br /> 23 representative of the City. <br /> 24 Motion by Marks, second by Faust to adopt a land use plan for the St. Anthony Shopping Center <br /> 25 as presented by Mr. Richard Krier, RLK Kuusisto, Ltd., concurring with the Planning <br /> 26 Commission's following recommendations: <br /> 27 1) an interior gathering space; 2)better access to the green space; 3) a larger green space; and 4) <br /> 28 awareness of transit access; <br /> 29 and with the addition of the following recommendation: <br /> 30 1) review of exterior design standards. <br /> 0 Motion carried unanimously. <br />
