City Council Regular Meeting Minutes
April 25, 2000
. Page 8
1 submitted on March 21, 2000.
2 Mr..Gleekel.'s letter further stated that Hillcrest withdrew the Petition, as the City will
3 adopt a new mixed use Planned Unit Development Ordinance, and Hillcrest will make an
4 application for the Property to be rezoned to PUD. Additionally, Mr. Gleekel expressed
5 his understanding in the letter that Hillcrest's general concept plan for PUD zoning will
6 be before the Planning Corrimissiari on May 16, 2000 and he would be contacting
7 Assistant City Manager Spencer Isom about the timing of the submittal of the PUD
8 application.
9 Morrison welcomed Mr. Hanson and invited him to address the Council. Mr. Hanson di-
10 rected the Council's attention to page 66 of the agenda packet, which depicted a memo-
s 1 randum from Assistant City Attorney Spencer Isom dated March 24, 2000. In said
12 memo, it was stated that Hillcrest was seeking approval of the following: (1) Amendment
13 to the Comprehensive Plan; (2) Petition for new zoning district from a C-1 Commercial
14 to a C-2 Commercial; and (3)Amendment to the zoning ordinance for a change to the
15 property district from C-1 to C-2. Mr. Hanson noted that Hillcrest had withdrawn request
16 nos. 2 and 3, and the Amendment to the Comprehensive Plan was simply before the
7 Council today.
18 Furthermore, recently the members of the Planning Commission, City Council, Staff, and
19 John Shardlow of Dahlgren, Shardlow, Uban(DSU) took a bus tour hosted by Hillcrest
20 Development. Subsequent to the tour, it was determined that the route that would be in
21 the City's best interest with respect to the redevelopment of Apache Plaza would be to:
22 (1) Amendment the Comprehensive Plan to accommodate an Office/High-tech
23 designation(mentioned above); (2) change the City Code to allow for a PUD; and (3)
24 request that Hillcrest proceed with the development of Apache Plaza under the newly- .
25 created PUD process.
26 At the Planning Commission meeting on April 18, 2000, Mr. Gleekel spoke to the Com-
27 mission and stated that the concept would be acceptable to his client(Hillcrest Develop-
28 ment) and would continue to provide the opportunity needed and the flexibility required
29 in order to successfully redevelop Apache Plaza.
30 The Planning Commission held a public hearing at the April 18, 2000 meeting and re-
31 ceived input from three members of the audience. Those comments are noted in the Min-
32 utes of that meeting.
33 Mr. Hanson presented a depiction of the proposed revised land use plan, which depicted
4 the boundaries of the PUD.
35 Mr. Hanson stated that Phil Carlson of DSU was present at the April 18 Commission
