Hearing for Public Input on 2001 City Budget. <br /> 5 Mayor Cavanaugh opened the Public Hearing at 7:05 p.m. By way of background, Cavanaugh <br /> 6 explained that the Council is requesting input from the public regarding ideas and suggestions <br /> 7 that the residents would like to see occur in the City and incorporated into the budget. <br /> 8 Traditionally, the Public Hearing for the budget is set for later in the calendar year and it is <br /> 9 difficult sometimes to enact suggestions at that time. The Hearing is held earlier in the year this <br /> 10 time to enable residents to express opinions for potential inclusion into the City's budget. <br /> 1 l After calling for input from the members of the audience and hearing none, Mayor Cavanaugh <br /> 12 closed the Public Hearing at 7:06 p.m. <br /> 13 VIII. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 14 A. Resolution 00-031, re: Award Construction Bid for 33rd Avenue NE Street Improvement <br /> 5 Project. <br /> 6 City Manager Michael Morrison stated that Michael Foertsch of SEH/RCM was in attendance to <br /> 17 review the recent bid tabulation for the project at 33rd Avenue, Silver Lake Road to Stinson. <br /> 18 Mr. Foertsch approached the Council and stated that bids had been solicited and opened on April <br /> 19 14 in connection with the 33rd Avenue Street Improvement Project. <br /> 20 In this respect, Mr. Foertsch directed the Council's attention to a letter dated April 18, 2000 from <br /> 21 SEH/RCM in which the recent bid tabulation was set forth. In essence, three bids were consid- <br /> 22 ered, and"Tenson Construction, Inc."had presented the lowest bid($623,707.00). The engi- <br /> 23 neer's original estimate for the construction portion of the project was $590,969.00. <br /> 24 In response to a question posed by Cavanaugh regarding funding sources, Morrison directed the <br /> 25 Council's attention to page 26 of the Agenda packet,which was a memorandum from Finance <br /> 26 Director Roger Larson dated April 19, 2000 regarding funding for the project. In short, Mr. Lar- <br /> 27 son's memorandum stated that he was confident that the MSA funds available are adequate to <br /> 28 fund and support the four projects anticipated. Those projects are: (1) Silver Lake Bridge Proj- <br /> 29 ect; (2) Signal Light(37th and Highcrest); (3) 29th Avenue Street Project (MSA Bond); and (4) <br /> 30 33rd Avenue Project(which would also include an internal loan). <br /> 31 Thuesen expressed concern that the City would be utilizing all of the MSA funds available for <br /> 2 current projects, leaving little or zero funds available for future projects. Morrison replied that <br /> 3 over the past five years, the City has updated many or most of the MSA roads, and even though <br /> 34 other projects will be considered for the future, there should not be a conflict for the use of funds. <br />
