24 <br /> (e) If an administrative approval is denied,the applicant may file an appeal to the <br /> City ouncil. Any appeal must be filed by the applicant within thirty(30)days of <br /> tY P <br /> the receipt of the City Manager's decision. <br /> Subd. 2.The following uses may be approved by the City Manager after conducting an <br /> administrative review: <br /> (a) Locating a Tower or WTF, including the placement of additional buildings or <br /> other supporting equipment used in connection with a Tower or WTF, in any <br /> Light Industrial district or on city-owned property. <br /> (b) Locating Antennas on existing structures or Towers consistent with the terms of <br /> subsections (a) and (b)below: <br /> (1) Antennas on existing structures. Any WTF proposed to be affixed to an <br /> existin g g buildin or structure maybe approved by the City Manager as an <br /> accessory use to such building or structure,provided: (i)the Antenna does <br /> not extend more than thirty(3 0) feet above the highest point of the <br /> building or structure; (ii) the Antenna complies with all applicable federal <br /> regulations; an d(iii)the Antenna complies with all applicable building <br /> codes. <br /> (2) Antennas on existing Towers. Any WTF which is proposed to be attached <br /> to an existing Tower may be administratively approved by the City` . <br /> Manager and, to minimize adverse visual impacts associated with the <br /> proliferation and clustering of Towers, collocation of Antennas by more <br /> than one carrier on existing Towers shall take precedence over the <br /> construction of new Towers,provided such collocation is accomplished in <br /> a manner consistent with the following: (i) a Tower which is modified or <br /> reconstructed to accommodate the collocation of an additional Antenna <br /> shall be of the same Tower type as the existing Tower, unless the City <br /> Manager allows reconstruction as a monopole. <br /> Section 1680.06. Permitted Conditional Uses. <br /> Subd. 1. General.. Unless a permitted use in accordance with Section 1680.05, a Tower <br /> or WTF shall be permitted only if a conditional use permit has been issued for that use by <br /> the City Council. The following provisions shall govern the issuance of conditional use <br /> permits for Towers or WTFs by the City Council: <br /> (a) Applications for conditional use permits under this Section shall be subject to the <br /> procedures and requirements of Section 1665.04 of this Code, except as modified <br /> in this Section. <br /> • <br /> 7 <br />
