32 <br /> In focus groups conducted in late 1998,the consensus was that"no single strategy, program, or <br /> initiative will be effective in reducing the number of young people who drink or use drugs in this <br /> community. A combination of both short-term and long-term strategies with shared responsibility <br /> among parents, teens, community members, and school district personnel will be necessary." <br /> This finding coincides with those of the U.S. Department of Health and Human Services in its recent <br /> study Positive Youth Development in the United States.
