06 <br /> City Council Regular Meeting Minutes <br /> September 23, 2003 <br /> Page 6 <br /> 1 Mayor Hodson stated he wanted to mention the task force started by 26 people approximately. <br /> 2 three years ago. He noted several of its members were present and noted the City would not,be <br /> 3 at the current stage with the Northwest redevelopment without the task force. Mayor Hodson 4 <br /> 4 read the names of the members of the task force and indicated this was the group that started the <br /> 5 process, as they put together the criteria and listened to the residents around the project. Mayor <br /> 6 Hodson stated the City had a great team working on this project. <br /> 7 <br /> 8 Mr. Shardlow indicated there had been a three-year planning process that was long, open and <br /> 9 deliberate. He noted information had been distributed through a community newsletter and on <br /> 10 the City's website and a large amount of input had been received regarding the process. He <br /> 11 added at least two major open houses had been held where the opportunity was given to submit <br /> 12 comments, which did shape the plan. <br /> 13 <br /> 14 Mr. Shardlow stated he had 25 years experience working in this area and it was frustrating to get <br /> 15 questions from people who had not followed the process from the beginning. He added the only <br /> 16 thing that could be done was to explain as much as possible. <br /> 17 <br /> 18 Mr. Shardlow noted the Northwest Quadrant Redevelopment Plan included a number of criteria <br /> 19 and goal statements when it was put together. He added each of the task force recommendations <br /> 20 to Council were cited and, in the team's opinion, every one of those had come back. He noted <br /> 21 all of the issues raised by residents had also received a response. <br /> 22 <br /> 23 Mr. Shardlow explained the topic of discussion at the present meeting was land-use approval. <br /> 24 He stated the City approved land uses but did not have the authority to approve specific <br /> 25 businesses to occupy that land. He noted a planned unit development was currently before <br /> 26 Council, which enhanced the City's control before, during and after construction. <br /> 27 <br /> 28 Mr. Shardlow discussed a layout of the plan from the Design Framework Manual. He indicated <br /> 29 the location of the retail portion of the project and stated the Planning Commission was <br /> 30 recommending final plan and fmal plat approval for that segment of the plan. He discussed the <br /> 31 importance of the park feature in the development and indicated amenities that would be <br /> 32 provided. <br /> 33 <br /> 34 Mr. Shardlow also presented the illustrative site plan and indicated one of the main directives <br /> 35 was to open up the site area as there was a vast underuse of the center of the site. He stated a <br /> 36 high amenity roadway was needed. He noted there were three types of housing: rental <br /> 37 apartment units, urban townhomes or flats and the future side-by-side townhomes. <br /> 38 <br /> 39 Mr. Shardlow indicate a planning report had been prepared which included findings of fact for <br /> 40 consideration by the Planning Commission. He stated the Planning Commission had accepted <br /> 41 each of the fmdings of fact and had incorporated them into the recommendation to Council. He <br /> 42 noted the recommendation to Council was to follow the Planning Commission recommendation <br /> 43 and approve the application for the Village at St. Anthony PUD Preliminary Development Plan <br /> 44 and Preliminary Plat, as well as the Final Development Plan and Final Plat of Subdivision for the <br /> 45 retail portion of the PUD, subject to the following conditions of approval: <br /> 46 <br />
