Resolution 03-098 re: Approving Submittal of the 2004 Ramsey County SCORE <br /> 2 Funding Grant Application and Entering in a Contract for this Program <br /> 3 <br /> 4 Motion by Councilmember Sparks, seconded by Councilmember Faust, to approve the Consent <br /> 5 Agenda items as amended. <br /> 6 <br /> 7 Motion carried unanimously. <br /> 8 <br /> 9 V. PUBLIC HEARINGS. <br /> 10 None. <br /> 11 <br /> 12 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br /> 13 A. Tamara Doolittle and Tom May, Hennepin County Assessing. <br /> 14 Mayor Hodson welcomed Tamara Doolittle and Tom May to the meeting. <br /> 15 <br /> 16 Tom May, Hennepin County Assessor, addressed Council and provided an explanation of an <br /> 17 "Open Book"process instead of using a Local Board of Appeal and Equalization. He noted <br /> 18 during the open book meeting, taxpayers meet individually with an appraiser to review the value <br /> 19 of the property,the property record, as well as to discuss comparable sales information. He <br /> 20 indicated an appointment would not be required and if a taxpayer's concerns were not resolved <br /> 21 after the meeting with an assessor,the taxpayer has two formal appeal options. He indicated <br /> 22 they had tried this process in other Cities with a lot of success. <br /> 23 <br /> 24 Councilmember Faust asked where and what times would the open book be conducted. Mr. <br /> 25 May replied it would depend on the City, but in the City of Mound, it was one day that started <br /> 26 mid to late afternoon and went into the evening. He stated the taxpayers would be notified in <br /> 27 advance of the date and time. <br /> 28 <br /> 29 Mayor Hodson replied he was comfortable with this process and believed it would be easier for <br /> 30 the residents. <br /> 31 <br /> 32 Councilmember Faust stated already a third of the City went through this right now with Ramsey <br /> 33 County and they did not see anyone from Ramsey County coming forward with issues to the <br /> 34 Council. He stated this would bring the whole City in conformity and would be less stressful for <br /> 35 the residents. <br /> 36 <br /> 37 Councilmember Thuesen stated he also supported this and believed this would help residents and <br /> 38 ease their fears. <br /> 39 <br /> 40 Motion by Councilmember Faust, seconded by Councilmember Thuesen, to approve the <br /> 41 transferring of the function of the local Board of Review from the St. Anthony City Council to <br /> 42 Hennepin County. <br /> 43 <br /> 44 Motion carried unanimously. <br /> 45 VII.
