ANTHONY <br /> 2 <br /> 3 CITY COUNCIL REGULAR MEETING MINUTES <br /> 4 <br /> 5 NOVEMBER 25, 2003 <br /> 6 <br /> 7 CALL TO ORDER <br /> 8 Mayor Hodson called the meeting to order at 7:00 p.m. <br /> 9 <br /> 10 PLEDGE OF ALLEGIANCE. <br /> 11 Mayor Hodson invited the Council and audience to join him in the Pledge of Allegiance. <br /> 12 <br /> 13 ROLL CALL. <br /> 14 Present: Mayor Hodson; Councilmembers Sparks and Faust. <br /> 15 Absent: Councilmembers Horst and Thuesen. <br /> 16 Also Present: City Manager Mike Mornson. <br /> 17 <br /> 18 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br /> 19 ITEMS. <br /> 20 <br /> 21 I. APPROVAL OF NOVEMBER 25, 2003, CITY COUNCIL MEETING AGENDA. <br /> 22 Motion by Councilmember Sparks, seconded by Councilmember Faust, to approve the City <br /> 23 Council Meeting Agenda of November 25, 2003. <br /> 24 <br /> 25 Motion carried unanimously. <br /> 26 <br /> 27 II. PROCLAMATIONS AND RECOGNITIONS. <br /> 28 None. <br /> 29 <br /> 30 III. COMMUNITY FORUM. <br /> 31 Mayor Hodson invited residents'to come forward at this time to address Council regarding items <br /> 32 that were not on the regular agenda. <br /> 33 <br /> 34 David Spano, 3101 Edward Street, stated he wanted to address the issue of property taxes. He <br /> 35 noted he had lived in Northeast Minneapolis for 30 years and moved to St. Anthony Village five <br /> 36 years ago. He indicated taxes had increased between $600 and$700 during all the years he lived <br /> 37 in Northeast Minneapolis; however, his taxes had already increased$703 since he moved to St. <br /> 38 Anthony Village. <br /> 39 <br /> 40 Mr. Spano stated he expected his property taxes to increase approximately$200 with the fire <br /> 41 station; however, they increased by$353, which did not include the school levy tax. He <br /> 42 indicated the amount of money taken for property taxes was hurting the middle class and people <br /> 43 were getting tired of this burden being placed upon them. He added many residents were retired <br /> 44 and would not receive income increases and if something was not done about property tax relief <br /> 45 people would not be able to afford to live in the City. <br /> 46 <br /> 47 Mr. Spano suggested St. Anthony Village covered a small area; therefore, a volunteer fire <br /> 48 department might be adequate. He also suggested the money being spent on a new fire station <br /> 49 might not be necessary, as Minneapolis continued to use its old fire stations. He felt the.City <br />
