City Council Regular Meeting Minutes <br /> May 25, 2004 07 <br /> Page 7 <br /> 1 Vice Chair Hanson stated a few neighbors did attend the public hearing and the only concern was <br /> 2 a potential runoff issue. He noted Mr. Lovelette was aware of the possible problem and had <br /> 3 solved it. <br /> 4 <br /> 5 Mr. Lovelette presented the blueprints of the proposed house, which showed the front elevation, <br /> 6 rear elevation and floor plan, along with the Certificate of Survey. He discussed the placement <br /> 7 of the house on the lot and also addressed the drainage issue, indicating he did not intend to <br /> 8 impede or change anything that would exaggerate the problem. He added he did not want his <br /> 9 new home to affect the neighborhood in a negative manner. <br /> 10 <br /> 11 Motion by Councilmember Stille, seconded by Councilmember Faust, to adopt Resolution 04- <br /> 12 045 approving the square footage variance, the minimum lot width variance and the floor area <br /> 13 ratio as requested by John Lovelette for the property addressed as 3201 —32nd Avenue NE, as <br /> 14 recommended by the Planning Commission. <br /> 15 <br /> 16 Discussion: <br /> 17 <br /> 18 Councilmember Stille indicated he thought the Planning Commission did an excellent job <br /> 19 regarding the public hearing and variance requests. He stated 50-foot lots were becoming <br /> 20 commonplace and asked if the Planning Commission should visit this issue. He thanked Mr. <br /> 21 Lovelette for planning a home that would compliment the neighborhood, noting that the current <br /> 22 house on the property did not meet the standards cited in the City's ordinance. <br /> 23 <br /> 24 Councilmember Thuesen stated he attended the Planning Commission meeting and was <br /> 25 impressed with how the Planning Commission handled and studied this issue. He noted the <br /> 26 applicant had worked with the lot and addressed the concerns of the neighbors. He added he <br /> 27 believed this home would be a positive addition to the neighborhood. <br /> 28 <br /> 29 Motion carried unanimously. <br /> 30 <br /> 31 VII. REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br /> 32 City Manager Morrison reported each year the City applied for federal money to purchase <br /> 33 bulletproof vests and notice had just been received that a grant for$5,250 was received for the <br /> 34 purchase of the vests. <br /> 35 <br /> 36 Mr. Morrison cited the following quarterly report regarding the goals for 2004: <br /> 37 1. Implementation of Silver Lake redevelopment. He noted the project was on schedule <br /> 38 with a target completion date of October 2007. <br /> 39 a. The final PUD for the housing portion and preliminary and final plat for the for- <br /> 40 sale housing portion were scheduled for discussion at the June 15, 2004, Planning <br /> 41 Commission meeting and the June 22, 2004, Council meeting. <br /> 42 b. A policy would be presented at the June 8 or June 22 Council meeting that would <br /> 43 allow the City to charge up to I% if a multi-family developer asked the City to <br /> 44 issue tax exempt financing, which Dominion was going to do. He noted <br /> 45 authorization of the issuance of the bonds would be addressed at the June 22 <br /> 46 Council meeting, adding the bonds were backed by the full faith and credit of the <br />
