City Council Regular Meeting Minutes O� <br /> May 25, 2004 <br /> Page 5 <br /> 1 N The duration of the contract was one year, which would expire December 31, 2004. He <br /> 2 explained this was a change from previous years, as well as from the other two <br /> 3 bargaining units. <br /> 4 ■ The police officers would have a 3% increase starting July 1, 2004, which equaled a 1.5% <br /> 5 increase. He indicated this was the increase for which the other two unions settled. <br /> 6 ■ The City's portion of health insurance would increase $30 for family coverage. He stated <br /> 7 this would be retroactive to January 1, 2004, and added this was the same as the <br /> 8 settlement with the other two unions. <br /> 9 Personal leave would be capped at 1,200 hours for new hires, effective January 1, 2004, <br /> 10 which was the same as the other two unions. <br /> 11 <br /> 12 Mr. Mornson stated the Union approved the contract on May 14, 2004. He provided a copy of <br /> 13 the Agreement for Council review. <br /> 14 <br /> 15 Motion by Councilmember Faust, seconded by Councilmember Stille, to adopt Resolution 04- <br /> 16 044 ratifying the 2004 Agreement between the Law Enforcement Labor Services, Inc., <br /> 17 representing the St. Anthony Police Department licensed employees, and the City of St. <br /> 18 Anthony. <br /> 19 <br /> 20 Discussion: <br /> 21 <br /> 22 Councilmember Faust stated he was at a meeting the previous week and received a compliment <br /> 23 from a Lauderdale Councilmember regarding the City's Police Department. He stated it was <br /> 24 said the City of Lauderdale thought of the Police Department as its department and was very <br /> 25 pleased with the services it received. He added the Police Department was an ambassador of the <br /> 26 City. <br /> 27 <br /> 28 Mayor Hodson thanked Mr. Mornson for his work with the contracts. He added there was a need <br /> 29 for creative solutions regarding the continual'increase in healthcare costs. <br /> 30 <br /> 31 Motion carried unanimously. <br /> 32 <br /> 33 D. Introduction of Deb Wilkinson, Councilmember from Zumbrota <br /> 34 It was noted that Zumbrota Councilmember Wilkinson and Councilmember Faust were taking <br /> 35 part in the League of Minnesota Cities' "Walking a Mile"program. It was explained that <br /> 36 League President and Moorhead Mayor Mark Voxland, dismayed by city-on-city attacks, began <br /> 37 thinking about ways to build connections, understanding and unity among cities. It was stated <br /> 38 the program was created to promote greater awareness, relationships and understanding among <br /> 39 differing cities. <br /> 40 <br /> 41 Councilmember Wilkinson indicated that Zumbrota(population of 3,000) was located in <br /> 42 Goodhue County, which was approximately one hour south of the Capitol. She thanked <br /> 43 Councilmember Faust and City Manager Mornson for the time they had spent with her. She <br /> 44 indicated it was fascinating and rejuvenating to discover what was happening in other <br /> 45 communities. She congratulated St. Anthony Village on its "enormous redevelopment." <br /> 46 <br />
