-8- <br /> Mr. Campbell told Councilman Makowske even a 1, 000 person increase <br /> in the City ' s population for the Kenzie project would fall well withi <br /> his firm' s water usage projections for the City. <br /> The application being prepared by the MPCA was anticipated to be <br /> ready for Council consideration at their April 10th meeting and the <br /> engineer recommended negotiation -=with St. Paul and Roseville be <br /> initiated as soon as possible. <br /> Motion by Councilman Marks and seconded by Councilman Makowske to <br /> authorize staff to begin negotiations with St. Paul and Roseville <br /> to have Roseville supplement the City 's water supply during the <br /> summers of 1984.85 , if EPA funding for the purpose is approved. <br /> Motion carried unanimously. <br /> Motion by Councilman Marks and seconded by Councilman Enrooth to <br /> adopt the resolution authorizing the City to participate in a regional <br /> mutual aid system, whereby cities could help one another when major <br /> disasters occur. <br /> RESOLUTION- 84-019 <br /> A RESOLUTION AUTHORIZING JOINT AND COOPERATIVE <br /> AGREEMENT FOR USE OF PERSONNEL AND EQUIPMENT <br /> REGIONAL MUTUAL AID ASSOCIATION <br /> Motion carried unanimously . • <br /> The Manager reported the wording changes the City Attorney had <br /> recommended for the proposed Water Rate Ordinance. <br /> Motion by Councilman Marks and seconded by Councilman Makowske to <br /> approve the first reading of the ordinance which raises the water <br /> rates for the City, with the changes in wording proposed by the City <br /> Attorney . <br /> ORDINANCE 1984-001 <br /> AN ORDINANCE RELATING TO WATER RATES : AMENDING <br /> SUBDS . 2 AND 3 OF SECTION 550 : 00 OF THE 1973 <br /> CODE OF ORDINANCES OF THE CITY OF ST. ANTHONY <br /> Motion carried unanimously. <br /> The Manager indicated Councilman Ranallo' s suggestion that there be a <br /> provision for future raises in Metro Waste charges written into the <br /> proposed Sewer Rate Ordinance had been approved by the City Attorney <br /> as a safe alternative in respect to litigation since the precedent <br /> had been set by the utilities who include a fuel clause in their <br /> billings to - cover the raises. in gas costs which their provider- has <br /> passed on to them. Mr. Childs added that he intends to devote a good <br /> portion of the next Newsletter to explaining the : sewer and water rate <br /> raises to the.- community and he would follow Councilman- Enrooth 's <br />
