-6- <br /> RESOLUTION x,8.4-024 <br /> A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER <br /> TO EXECUTE THE AGREEMENT BETWEEN THE CITY OF <br /> ST. ANTHONY AND THE STATE. OF MI14NESOTA <br /> DEPARTMENT OF PUBLIC SAFETY <br /> Motion carried unanimously. <br /> Motion by Councilman Enrooth and seconded by Councilman Marks to <br /> authorize the taking of bids for the Roseville temporary water con- <br /> nection on 29th Avenue N.E. <br /> Motion carried unanimously . <br /> In his May 18th memorandum, Mr. Childs had explained the procedure <br /> whereby the City would lend its tax exampt status and channel non- <br /> profit donations for an interim Doppler radar system to be tested by <br /> the National Weather Service . The proposal had been made through the <br /> Weather Service Employees Association, whose spokesperson, Richard <br /> Naistat, said he was present to seek the City ' s support in securing. <br /> the latest state-of-the-art equipment for detecting air circulations <br /> which could become tornados or destructive winds before they get to <br /> the seven county metropolitan area . Dr. John V. Graff, Chief Meteor- <br /> ologist for the Weather Service , explained that the government cannot <br /> accept the equipment directly from a private company like Kavouris , <br /> Inc . , who Dr. Graff perceives to have developed the newest and most <br /> effective storm detection equipment on the market. <br /> J. B . Peterson and Dennis Sanford of the Meteorology. Department of <br /> Kavouris said their company would be making the Doppler equipment <br /> available to the government at only a fraction of the half million <br /> dollars it would actually cost . Mr. Peterson confirmed for Council- <br /> man Marks that their equipment differed from others in that a computer <br /> display system minimized the time spent in analyzing data collected <br /> on other radar systems . <br /> Mr. Naistad told the Council members that, although there could be <br /> no absolute guarantee the residents in St. Anthony would be alerted about <br /> a tornado before it hit, he said though, that he perceived the <br /> Doppler was the best equipment available at this time and the Weather <br /> Service employees who work with the existing radar, "believe it would <br /> make a difference and want to be able to test it out" . <br /> The Manager indicated donations had already been made for the. equip- <br /> ment through the . St. Anthony National Bank and Mr. Naistad assured <br /> the Council and Mayor that those funds would beheld in- escrow, until <br /> sufficient funds are collected, when the City could purchase the <br /> equipment and donate it to the Weather Service . Mr. Soth indicated <br /> -it would' be necessary to set up a procedure whereby-. the money could . <br /> ..be returned to the donors if the City is unable to reach an agreement <br /> with-. Kavouris , or; if the funds collected are not sufficient to .pur.-,- <br /> -chase -the Doppler. • <br /> The Attorney said -he perceived no. problem;.with -the- City entering into <br /> 'an agreement which .would -assute" the-re would be--no liability or . cost .." <br /> for' the : City if its tax ide,nti-ficatlon number is.- used to meet the <br /> deductibility regulations governinq the donations .
