He added that the Co'uncil had received many favorable ,comments <br /> about that building from the residents. <br /> Motion to Table <br /> Motion by Marks, seconded by Makowske to table Development Concept approval <br /> for .Phases IIB and III , Kenzie Terrace Redevelopment Project. <br /> Motion carried unanimously. <br /> CITY MANAGER'S REPORTS <br /> November 4th Staff Meeting Notes <br /> Mr. Childs answered several questions related to the above He told the Council <br /> there were replacements for the two reserves -who had left the Fire Department. <br /> A retirement party for Officer Puffer, is, being-planned. <br /> MPCA to Recommend EPA* Install a Carbon Filtration System on City Wells <br /> A draft of the MPCA staff recommendation concerning the above had been included <br /> in the Council 's agenda packet. Mr. Childs said the -document had been revised <br /> at least twice since they had gotten their .agendas.- However, the action had - <br /> been recommended by .the MPCA staff. Events as he expected them to follow would <br /> be: <br /> *.that the EPA would -approve a-one million dollar plus carbon filtration <br /> system on St. Anthony wells #3 and #4 and #5 and subsequent payment of <br /> 90% of the Operation and Maintenance costs for the next ten years; <br /> *that the MPCA Board would meet on December 16th, hopefully to authorize <br /> 10% match* for capital costs only;.- <br /> .*because the state would not 'be pa-ying any 0 & M costs, St. Anthony could <br /> expect to pick up the estimated $16,000. a year of those costs instead.' <br /> Mr. 'Childs -said the City would. probab ly be:the first City -�o get ten .years of <br /> 0 &..,M costs, paid. The 'justifications for that would include the fact that <br /> by oumpi'ng"-its own water, the' City could be:-perceived to be performing "a remedial , <br /> action for the grounidwater�" There would al.so be recognition that the -C-ity <br /> i's -experiencing increasing levels of, cohtaminants . ih its wells. The- Manager <br /> added that. when this process is complete, :the City woul-d- probably have the <br /> most- self-S"ufficient water system in-,the state because it would no longer have <br /> to :be concerned about its aquifer becomi.ng contaminated as some of .St:.'�Anthony's <br /> .neighbdrs may still- have to do. <br />
