" He indicated he had been told the problem would be solved this year and warned he "wasn' t going to take it another summer. " Mr. Childs told' Mr. Lofgren the City had also been given to understand that the charcoal filter system would be installed on the City' s wells before summer, but the failure of the President to sign the necessary papers had resulted in the EPA not even being able to start the engineering on the project, let alone the construction.
