I
Hamet. said- as long as he had been with the City, the policy
had been not to allow parking on the boulevards because of
problems with plowing heavy snowfalls and co.vering •up parked
cars .
Marks asked if the Council was going to make the station
take the concrete out. ,
Childs said he knew of nothing in the City' s Ordinance which
. prevented the station from paving-.the right-of-way; recalled
that when the owner had been granted a permit to upgrade- the.
station n, there had been a discussion of landscaping- and
parking, but he would have to check the minutes to see -what,
was specified.

Makowske indicated she ,personally thought the concrete was
"less tacky and cleaner looking" than unkept grass in that
area, but didn' t want allowing this to become a "permission
slip" for parking on the concrete.
Enrooth agreed with 'the Mayor that the station had always
parked cars on the boulevard when it was grass ;.
said he didn' t believe it had been a concern with keeping ,
up a sodded right-of-way but rather a desire to park cars •
in that area which had prompted paving it over.
Childs said he would look again at the pertinent minutes to
be sure there wasn' t something there which the City could
use to prevent -parking on the cemented area; and
would further research the Ordinance to see if it contained
any type of restriction which applied,.
Hamer said he was sure there was an Ordinance which required
City Manager permission for planting or anything else, on the
City right-of-way.
Soth said "even if you didn' t ,have an Ordinance stating
that, it would nevertheless be 'true.
