• 1 'The Commission representative told the Councilmembers they and <br /> :f 2 Lauderdale Councilmembers were the only ones out , of ten comm unities <br /> 3 the :--Commission represents who were not .televising their council <br /> 4 meetings and said she would be glad to bring a : cable company tech- <br /> 5 nician and help staff televise the first few Council -meetings as soon . <br /> 6 as the equipment problems which prevented the recent candidates forum <br /> 7 from being seen in St. Anthony before the elections , are solved. Ms . <br /> 8 Anderson. suggested the Councilmembers might be more -comfortable with <br /> 9 taped meetings at first but said she was certain the City - ,officials . <br /> 10 would find, just as New Brighton, Roseville , and Shoreview Councilmem- <br /> 11 bers did, that live telecasts were not half as frightening as they <br /> 12 might seem -at first. The Cable Commission representative reported <br /> 13 Councilmembers from the other communities had been very surprised to <br /> 14 learn how many of their constituents viewed their telecasts on a <br /> 15 regular basis ,. even late into the night. Even more surprising, had <br /> 16 been the increase in resident involvement and input in community <br /> 17 issues. <br /> 18 Councilmember Marks indicated he had concluded after talking to people <br /> 19 during his campaign for re-.election that there was a lot of -misinfor- <br /> 20 mation out in the community about how the Council and City operates , <br /> 21 which might be corrected if residents could see for themselves how <br /> 22 Council and other City related commissions operate. <br /> 23 Councilmember Ranallo indicated Ms. Anderson' s presentation had given <br /> •24 him some hope that the community' s problems with the cable company <br /> 25 might be solved and viewership increased from the current level of <br /> 26 approximately 28%, if the community' s Public Channel 16 started to <br /> 27 televise programs which interested the residents. The Council <br /> 28 consensus was that Council training sessions would be very helpful and <br /> 29 that the first telecasts of Council meetings should be scheduled after <br /> 30 the first of the year , following the completion of the community <br /> 31 survey to be discussed later that evening. <br /> 32 There was also agreement .that Police and Fire Department personnel <br /> 33 should be trained to use the character generator cable equipment to <br /> 34 broadcast printed emergency messages to the community. It was also <br /> 35 perceived there might be a benefit to having Planning Commission, <br /> 36 Chemical Awareness and Community Service Committee meetings and <br /> 37 activities as well as future joint City/School meetings broadcast. <br /> 38 Volunteers from the high school, colleges or senior residents would be <br /> 39 sought to operate the cameras .. <br /> 40 Mr . Childs noted, that the City did have a cable franchise budget which <br /> 41 might cover the costs of film, etc. , and said he would be :working <br /> 42 with 'Ms .
