Girard had stated that: <br /> 199 *he didn' t think the Lions Club request to sell pull tabs in the <br /> 20 City' s municipal off sale liquor stores had been given a fair <br /> 21 hearing because the appearance before the Council of Mr. Stuart <br /> 22 who runs a pull tab sales business had been discouraged; <br /> 23 *he had been unable to get Councilmember Enrooth on the phone in <br /> 24 spite of many phone calls ; <br /> 25 *the Lions Club members who had gone to see Councilmember Marks <br /> 26 perceived he had not kept his promise to them to "keep an open <br /> 27 mind on the issue. " ; <br /> 28 *during his meeting after the November 24th Council meeting with <br /> 29 Councilmember Makowske she had demonstrated a "concern and . <br /> 30 sensitivity about the whole procedure" , including that Council <br /> 31 meeting where he perceived the three Lion Club members in <br /> 32 attendance had not been allowed enough input to the discussion <br /> -33 which preceded . the decision not to grant their request; <br /> 34 *his membership was having a hard time understanding why the <br /> 35 residents of St. Anthony "should not be able to enjoy the pro- <br /> 36 fits of charitable gambling the same as residents of other <br /> 37 communities like our neighbors ( named them) and hundreds of <br /> 38 other cities around Minnesota who have found it honorable and <br /> 39 very profitable for their cities as well as the license <br /> �0 holders .
