1 Mr. Childs reiterated much of the information he had provided the <br /> 2 Commissioners in his January 13th memorandum, including: <br /> 3 *that the lounge had been forced to relocate from the St. Anthony <br /> 4 Village Center when the H.R.A. acquired that center as part of the <br /> 5 Kenzie Terrace Redevelopment Project; <br /> 6 *the proposed use met all three criteria outlined in his memorandum <br /> . 7 required for a conditional use permit for a recreational <br /> 8 establishment; <br /> 9 *the success of the lounge in its former location and the fact that <br /> 10 the Manager was aware of only one police call to the establishment in <br /> 11 five years and no other complaints during that period seemed to <br /> 12 indicate no problem for the City having the lounge move to the new <br /> 13 location; <br /> 14 *staff received no calls following the publication of the Notice of <br /> 15 Hearing; <br /> 16 *the hours of operation have already been established by City Code <br /> 17 which requires all recreational establishments to be closed from 1:00 <br /> 18 to 6:00 A.M. ; <br /> 19 *adequate parking space is available to conform with code <br /> 20 requirements. <br /> 21 A sketch of the proposed signage for the establishment had been sent <br /> 22 around for all the Commissioners to view and the City Manager indicated <br /> 23 he anticipated that those plans could be adjusted, if necessary, so as <br /> 24 not to require a variance. If a variance is required, however, that <br /> 25 request could be presented at the next or. another future Commission <br /> 26 meeting. <br /> 27 Proponent - Robert Slick, 3400 Buchanan Street N.E. , Minneapolis, MN <br /> 28 *discussed the site plans ' in the agenda packet, telling Commissioner <br /> 29 Werenicz that there would be 7,758 square feet of space in the new <br /> 30 location to accommodate the 68 tables for seating for up to 272 <br /> 31 persons as compared to the 5,000 square feet in the St. Anthony <br /> 32 village Shopping Center location, which seated about 210 persons where <br /> 33 the City Code allowed 300 occupancy; <br /> 34 *confirmed that the middle two numbers in the address on his <br /> 35 application and repeated in the Notice of the Hearing had been <br /> 36 transposed; <br /> 37 *pointed out that the St. Anthony location had raised roughly <br /> 38 $200,000.00 for charitable purposes during the five and a half years <br /> 39 they had been in operation and had also worked with the community <br /> 40 schools to create drug awareness for the students; <br /> 2 <br />
