I The St. Paul Planner confirmed that parts of the proposed changes would <br /> 2 preempt the St. Anthony Ordinance, .including that section which allows • <br /> 3 no more than three non-related persons to a residence. Under the new <br /> 4 law six "protected persons" would be allowed in a single family zoned <br /> 5 district. She added that St. Paul's law which allowed only four such <br /> 6 persons would also be preempted. Persons with family members in the <br /> 7 protected classifications would not have to comply with the distance or <br /> 8 number restrictions, she added. There would be no requirement for <br /> 9 licensing a home where a family hires someone to take care of protected <br /> 10 family members. <br /> it The Council was assured that all local governments would be given a 45 <br /> 12 day notice before a license for any of these facilities is issued which <br /> 13 would include the name and address of the provider as well as the name <br /> 14 of the Ramsey County person responsible for that contract. The City <br /> 15 would therefore know who to contact about any complaints from neighbors <br /> 16 about such facility. <br /> 17 There was a short discussion of day care, with the planners telling <br /> 18 Councilmember Ranallo there would be a mixture of both state and county <br /> 19 monies supporting such services. <br /> 20 Before the planners were thanked for the insight they had provided the <br /> 21 Councilmembers, Ms. Homans told the Council the proposed changes had <br /> 22 been described as "having a chance just because everybody's miserable <br /> 23 with the way things are going now. " She said she personally preferred <br /> 24 to think the legislation had a chance because "everybody involved dug <br /> 25 a little deeper into their own consciences and perceived a need to • <br /> 26 remove some of the barricades they had erected to prevent the state from <br /> 27 reaching these goals a long time ago. " <br /> 28 The St. Paul Planner said she perceived people with special needs were <br /> 29 put in hospitals and institutions in the 501s, placed in large group <br /> 30 homes in St. Paul and Minneapolis in the 60's and 70's and in the 80's <br /> 31 they ended up in treatment ghettos in the central cities.
