Harstad Companies, for 3826 Foss Road, rezoning request <br /> 6 While this request is only for rezoning at this time, members of the Planning <br /> 7 Commission had expensed concerns for other facets of this proposed develop- <br /> 8 meat. It was noted that only one call had been received from a resident <br /> 9 who was concerned that this zoning be for residential development. <br /> 10 <br /> 11 Other concerns of the Co vnissioners dealt with the units being owner/ <br /> 12 occupied and that another means of access be determined rather than <br /> 13 being limited to just Foss Road. It was noted that traffic on Foss Road <br /> 14 is already heavy and there might be some traffic studies done to include <br /> 15 Chandler Drive. <br /> 16 <br /> 17 Site development in relationship to the ordinances will be reviewed by <br /> 18 staff. Commissioner Faust stated that access on the west would not be <br /> 19 possible as Tracy Printing has a building there and some of the area <br /> 20 is used by the Public Works Department and the Recycling Center. It was <br /> 21 noted that vehicular trips would decrease if this area is developed as <br /> 22 a residential area. Councilmember Makowske inquired if the noise from <br /> 23 the City property could cause. a problem. Con-nissioner Faust felt this <br /> 24 was unlikely and there was no concern expressed regarding the appearance <br /> 25 of this property. <br /> 26 <br /> 27 Councilmember Marks recalled this area as having an interesting history. <br /> 28 He noted that although it was all zoned light industrial about twenty <br /> 29 years ago, it was being used in a residential manner. Some light indus- <br /> 30 trial was scattered in the area but did not cause a problem because of <br /> 31 the type of businesses which are there. He stated that in this area is <br /> 32 Mirror Lake which is sort of a residential centerpiece and there has been <br /> 33 a pathway put around it which is regularly used by residents from the area. <br /> 34 <br /> 35 Councilmember Enrooth has received some phone calls requesting that this <br /> 36 R-3 zoning remain and not be considered for changing in the future. <br /> 37 <br /> 38 Mayor Ranallo stated a similar situation developed at 33rd Avenue and <br /> 39 Stinson Boulevard where a property.owner requested a residential zoning. <br /> 40 When the request was granted it was with the understanding that it would <br /> 41 not revert back to light industrial zoning even if this were to increase <br /> 42 the value of the property. <br /> 43 <br /> 44 Motion by Enroth, second by Wagner to follow the Planning Commission's <br /> o <br /> 49 recommendation which is to approve the request for rezoning for property <br /> 46 at 3816 Foss Road from industrial to R-3; -and that the approval is not <br /> 47 granted and made final until such time as a final plat plan is approved <br /> 48 by the City Council for the rezoning. <br /> .49 <br /> 50 An amendment approved by the Planning Commission was not acted upon. <br />
