• Regular Council Meeting February 26, 1991 page 7 1 The City Manager suggested if a Town Hall meeting is set that all 2 entities who have taxing authority and whose decisions will impact II on property taxes have a representative at the meeting. He noted that 4 any discussion at the present time will not change this year' s tax 5 statement but could have an effect on next year's. The City Manager observed that the City's "rainy day" fund is designated R to cover the City' s insurance deductibles and for severances. The State' s 9 "rainy day" fund has no such designation. 10 11 March 20th was tentatively chosen as the date for a Tax Information 12 meeting. 13 14 3. Sewer Rates 15 The City Manager distributed an ordinance which addressed sewer rates 16 and charges. He advised the Council he had received a complaint from 17 a relatively new resident on the formula for charging and computing , 113 sewer rates. 19 20 The City Manager stated there are three methods for billing for sewer 21 usage; actual sewer rate, set sewer rate, or computed based on two quarters 22 of usage (fall and winter) and charge same through summer months. 23 24 He is proposing that the quarterly charge be dropped from a 4,000 cubic 25 feet of water to 3,000 cubic feet of water rate. The Mayor felt this 26 measure would be more equitable as a new resident is being charged more 27 than the average. 78 29 Councilmember Marks recalled a hearing held about eleven years ago which 30 addressed the whole question of equity. He said the final conclusion was 31 a difference of 25C. 32 33 Councilmember Enrooth suggested that staff can average a bill after one 54 year and adjust for the fourth billing once an average was established. 35 An overage of payments could be credited to the balance. 36 37 The City Manager felt this could be done but it would be an extra 38 administrative move. The Mayor requested that the account of the resident 39 who had complained be reviewed after one year's usage. 40 41 Motion by Marks, second by Ranallo to approve the first reading of 42 Ordinance No. 1991-002; being an ordinance relating to sewer rates 43 and charges, amending Section 540.00, Subd. 2c of the 1973 Code of 44 Ordinances. bS 46 Motion carried unanimously 47 48 Mayor Ranallo requested this ordinance be referred to Bill Soth, City 49 Attorney, for his reviewal before the second reading. 50 8.
