Councilmember Wagner does not know where the St. Vincent <br /> athletes will be housed so there would be limited if any opportunity <br /> 4 to visit with them personally or to have them visit St. Anthony. <br /> 5 <br /> He feels the need to promote the events and to attend all of. those <br /> 7 activities in which the St. Vincent athletes participate should <br /> R receive .special attention from the City' s residents. Mayor Ranallo <br /> 9 suggested that a schedule be worked out whereby a member of the <br /> 10 Council would be able to plan on attending the events. Councilmember <br /> 11 Wagner felt this may be difficult as it depends on which events are <br /> 12 won by participants from St. Vincent Island. He noted that all events <br /> 13 are free to the public. <br /> i4 <br /> 15 Councilmember Wagner attended the National League of Cities in Washington, <br /> 16 D.C. . He attended a number of sessions during the Conference and noted <br /> 17 that budgets and funding were a prime topic. He noted that many of the <br /> 16 congressional staff were very well informed regarding what is happening <br /> 19 in the cities. <br /> 20 <br /> 21 Councilmember Wagner felt 'that Community Development Block Grants and <br /> 22 Aid to Small Cities will probably be included in the federal budget <br /> 23 cutting. Many representatives of cities expressed a concern with mandates <br /> 24 without funding. Massachusetts recently passed legislation which required <br /> 25 that forty percent of people' s gross income must be passed on to cities. <br /> 26 Florida State also passed a bill requiring funding for federal mandates. <br /> 27 <br /> 78 The National League of Cities and the Governors' Commission lobbied <br /> 29 for direct funding to cities. <br /> 30 <br /> 31 Councilmember Wagner felt the Clear Water Act would be a priority item <br /> 32 on the federal level but expects caps to be imposed. <br /> 34 He attended the League of Minnesota Cities reception for Minnesota delegates. <br /> 35 He observed that the number of city delegates attending has decreased from <br /> 36 past years. Representative Sabo also attended and Councilmember Wagner <br /> 37 delivered an invitation to him to attend the dedication of the treatment <br /> 38 facility. Congressman Sabo will be unable to attend the dedication. <br /> 39 <br /> 40 5. Mayor Ranallo <br /> 41 Mayor Ranallo met with the mayors of Roseville, New Brighton and Shore- <br /> 42 view to discuss mutual concerns and problems. A meeting for the mayors <br /> 43 has been scheduled for the end of April to discuss the Silver Lake Road <br /> 44 project. The mayors have decided not to pursue the fiscal disparities <br /> hr, act as they agreed there were other items with more priority. <br /> 46 <br /> 47 The Mayor felt the fiscal disparities issue does not affect St. Anthony <br /> 48 very much but feels the matter will resurface again. <br /> 49 <br /> • 50 A survey was received from the St .
