Regular Council Meeting <br /> March 12, 1991 <br /> page 7 <br /> • 1 The City Manager advised that meeting times and dates were run on <br /> 2 community access on cable and notices were placed on the Kiwanis <br /> community bulletinboard and only one phone call was received. <br /> 4 <br /> 5 Mayor Ranallo felt it was essential to publicize the Task Force and <br /> L to get the information out before its recommendations come to the <br /> "J City Council for consideration and action. <br /> tw <br /> 9 Ms. Kozlak advised that the Task Force has discussed streets, water, <br /> 10 sanitary sewers, storm sewers, sidewalks, and electric and communication <br /> 11 utilities. Many of the streets in the City need to be replaced. The <br /> 12 Task Force is recommending that the streets be replaced with the same <br /> 13 type of surface materials as were used originally. The City should <br /> 4 adopt a formal pavement management system. The City should examine the <br /> 15 need to replace water mains when the streets are replaced. The City <br /> 16 actively televises its sewers as part of routine maintenance. Records <br /> 17 should be reviewed to determine which sanitary sewer lines may need to <br /> 18 be replaced. The Task Force supports an ordinance which would allow <br /> 19 the City to inspect properties at the time of sale and enforce separation <br /> 20 as many homes in the City have sump pumps connected directly to the <br /> 21 sanitary sewer. The Task .Force recommends a storm sewer utility charge <br /> 22 to all property owners which would establish a fund to be used to <br /> 23 repair aging storm sewers. Existing sidewalk locations were reviewed <br /> 24 and the need for additional sidewalk locations was discussed. When <br /> 25 there are street construction projects it was advised that utility <br /> 26 companies be contacted and requested to bury existing above ground <br /> 27 utilities lines where feasible. <br /> 28 <br /> 29 Future activities of the Task Force will involve an assessment policy <br /> 30 and funding alternatives, pavement management system, and a public <br /> 31 education plan. Councilmember Enrooth felt it was imperative that a <br /> 32 public meeting be held before any assessment policy is authorized <br /> 33 by the Council <br /> 54 <br /> 35 Mayor Ranallo felt the Task Force had done excellent work and inquired <br /> 36 if there were any suggestions for following up on its recommendations <br /> 37 and possible sources of funding. <br /> 38 <br /> 39 Ms. Kozlak felt there would be resistance and recommended that the <br /> 40 Council not wait until all of the streets needed costly work but <br /> 41 rather to replace or repair one street to be used as an example or <br /> 42 solve one storm water problem. <br /> 43 - <br /> 44 The City Manager advised there is a meeting scheduled for March 19th <br /> bS at 2:30 p.m. to discuss water problems being experienced in the City. <br /> 46 It will be attended by representatives of Hennepin County, Commissioner <br /> 47 Makowske, Senator Marty, -Representative McGuire and other representatives <br /> 48 of Minneapolis. He noted that the water problem being experienced near <br /> 49 Highway #188 may not be exclusively a problem of St. Anthony. He stated <br /> 50 that the water does not drain but rather backs up into the City. He Said <br />
