Burt, City Manager <br /> =TEM : SHOPPING CENTER AT 39TH AND STINSON BOULEVARD <br /> Staff has met with a developer interested in purchasing the vacant shopping center at the corner <br /> of-39th Avenue and Stinson Boulevard: They have expressed justifiable concern about the success <br /> of a center at this location with obvious visibility problems. At the request of staff the developer <br /> 'has submitted a proposed sign plan for this site. <br /> One solution to the problems at this location could be Section 430:40 Subd. 5. SHOPPING <br /> CENTER COMPREHENSIVE SIGN-PLAN. This section allows exceptions to the regulations of <br /> the Sign Ordinance with the approval of the City Council. <br /> In review of the proposed sign plan, there are some inconsistencies from the code that will need <br /> variances or consideration under a comprehensive sign plan. <br /> - Set Back: Three signs (two directional signs and one ground sign) need to be move'back <br /> of the property line so they do not encroach into the right of way. <br /> - Gasoline Station Sign: The maximum allowed sign surface is 50 square feet. The <br /> proposal identifies an 80 square foot sign. This will need a variance or <br /> consideration under the comprehensive sign plan.' <br /> - Ground Sign: A pylon sign up to 300 square feet is permitted for shopping centers <br /> with the approval of the City Council. The size of this sign can be better <br /> controlled with the comprehensive sign plan. The applicant is requesting a <br /> 100 square foot ground sign. <br /> - Directional Signs: The developer is proposing two 4 square foot directional signs <br /> that will identify the entrance to the center. The ordinance allows directional <br /> signs up to 5 square feet. <br /> - Shopping Center Comprehensive Sign Plan: If the developer is interested in this <br /> option they should be required to establish conditions for all store fronts in <br /> the center. The minimum requirement of the plan should reflect the City's <br /> sign ordinance. This would allow them to establish a theme for the center or <br /> control size, color, style, etc. <br />
