Planning Commission Issue <br /> February 5, 1992 <br /> Page 2 <br /> St. Anthony's zoning ordinance regarding permitted uses in a commercial zone is more <br /> stringent than the four first-ring suburbs contacted. If the Planning Commission were to <br /> propose permitting the uses that the Apache Squares owners request, there are two ways <br /> to proceed. First, the general commercial "C section of the zoning ordinance could be <br /> amended in a manner that would conditionally permit certain light industrial uses in limited <br /> areas (i.e. allowed in a commercial zone of x acres, no closer than x feet from a residential <br /> zone). The number of acres of feet can be decided upon by staff, the Planning Commission, <br /> and the City Council using their best judgement in order to protect property values, safety, <br /> health, and welfare. Second, a new zoning district could be created (i.e., C-1) which would <br /> permit everything that is currently permitted in C and conditionally permit light industrial <br /> type uses such as silk-screen shops, printing shops, non-retail offices, etc. In a discussion <br /> with Dr.Perry Wood, Geography Department,Mankato State University(507-389-6949), he <br /> recommended that the City create the new zoning district in more than one area in order <br /> to avoid being accused of spot zoning. <br />
